ARTICLES OF AGREEMENT
Preamble
With faith in God, and unquestioning acceptance of the Bible as the
Word of God, and sole rule of our faith and practice, we offer to all Missionary
Baptist Churches of Christ the following Articles of Agreement.
ARTICLE I
Name
The Cooperative Association of Missionary Baptist Churches of
California.
ARTICLE II
Object
The object of this Association is to encourage co-operation and Chris-
tian activity among the churches, to promote interest in and encourage Missions
on a New Testament basis among all people, to stimulate interest in Christian
literature, general benevolence, and Christian education and to provide a me-
dium through which the churches may co-operate in these enterprises.
ARTICLE III
Members
Section No. 1—This association shall be composed of Missionary
Baptist Churches as defined in article number thirteen of the declaration of faith
in J. M. Pendleton’s church manual.
Section No. 2—The annual or called sessions of this Associaŧion
shall be held by messengers elected by the churches composing said Associa-
tion.
Section No. 3—Each church co-operating in this Association is en-
titled to three messengers who are members of the church they represent. They
are to bring letters showing their election by the church, which letters should
give a report of their past year.
Section No. 4—We recommend to all Scriptural New Testament
churches, desiring to co-operate with us for the purpose designated in Article
two of these Articles of Agreement, express their desire by presenting evidence
of their origin, faith, and practice; and, we further recommend, that any church
refusing, or failing to continue in the faith and practice designated by them, will
not be considered seated in the messenger body.

ARTICLE IV
Doctrinal Statue
This Association shall recognize the freedom of speech as essential
to the highest achievements in its work. It shall stand or fall on its own con-
formity to truth. It shall exercise no ecclesiastical authority but it shall by ev-
ery precaution recognize the sovereignty of every individual church. It shall
also encourage on the part of churches and Messengers the greatest possible
freedom of expression in discussing matters pertaining to its work, and in the
preeminence of missions and evangelism in the work of the churches.
ARTICLE V
Powers
The powers of this Assocalion shall be limited to the execuŧion ac-
cording to teachings of the New Testament of the will of the churches compos-
ing it; and the Association, in annual sessions, shall elect such officers as are
necessary for its deliberation and work, and appoint such committees as are
needed, and transact other business as may be directed by the churches.
ARTICLE VI
Officers
Section No. 1—It will be the duty of the messengers annually to
elect from among their members a Moderator, Assistant Moderator and such
Clerks and other Officers as may be needed or directed by the churches com-
posing this association.
Section No. 2—In all votes of this Association a majority of votes
cast shall decide questions; except in cases of change or amendment in the
Articles of Agreement. In such cases a two-thirds majority will be required.
ARTICLE VII
Missionaries
Section No. 1—Annually the Messengers shall recommend to the
churches from among the church endorsed missionaries such number as they
deem wise for co-operative support.
Section No. 2—The Messengers shall recommend such salaries as is
compatible with the strength of the Churches, and the needs of the Missionar-
ies.
ARTICLE VIII
Funds
Section No. 1—All funds of this Association shall be raised by vol-

untary donations secured purely upon the merits and the cause: in the interest of which appeals are
made for gifts; provided this is not to prevent the use of any income or any properly that may be ac-
quired by donation or purchase.
Section No. 2—The Treasurer of this Association shall hold all funds received
between sessions of this Association subject to the designation of the sending Church or
Churches.
ARTICLE IX
Meetings
The annual meeting of the Church Messengers shall be at such time and place as
the assembled Messengers may appoint.

Once again our Lord has, out of His goodness and mercy, blessed the churches
composing the California Co-operative Missionary Baptist Association with the privilege
of sending messengers to convene at the appointed time and place, for the purpose ex-
pressed in the articles of agreement adopted by each co-operating church, as stated in the
minutes. May each of us consider this occasion a blessing from God, and a privilege to
worship, serve, and honor His worthy name.
Everyone who is acquainted with the work and history of this association of
churches is well aware of how God has blessed their efforts in Christian Education and
missions. We give God all praise for the wonderful progressive spirit of His churches,
pastors, missionaries, and workers. This has enabled more missionaries to receive better
financial support, churches to build better Sunday Schools and educational programs, in-
creased moral and financial support for the great Bible School in Bellflower for advanced
training of preachers and workers, and encourage the spirit of unity and fellowship among
churches and brethren. For all of these, and the countless other blessings, may we lift our
hearts to our kind Heavenly Father in praise and thanksgiving.
While we view with thankful hearts the blessings of the past, may we ever keep in
mind the great challenge, and unlimited opportunity to serve God under the great commis-
sion and command given to each of His Churches, in this fast growing state. The choice,
privilege, and the blessing of pleasing God is offered to Christ’s churches, and the people
who compose them, by continuing to carry out the commands of Christ. This white field
of California is truly ripe unto harvest, and the churches of this association are busy at the
task of harvesting the golden grain for the Lord. May our merciful Heavenly Father help
us, that we may never make the fatal mistake of becoming so envolved is less important
things, that we would loose this most important vision.
While assemblies such as this affords the enjoyment of fellowship between in-
dividuals, and a wonderful spirit of worship in singing, prayer, preaching, etc., may God
help us to be prayerful, diligent, and considerate in the business proceedings and discus-
sion of reports, while we all enjoy the wonderful blessing of Freedom of Speech. As we
keep in mind the fact that we are messengers from our respective

churches, representing them in the deliberations of this great meeting, may we do so as
though the whole church congregation we represent, and Christ who is her head, is here
watching and listening to everything we say and do. We believe the Holy Scriptures demand
such a spirit and. service. The past annual meetings of the messengers of this association
have been conducted on the highest plain of Christian brotherhood. God has in turn blessed
the meetings with great success. May we in this meeting continue in this same manner, and
conduct ourselves in such a manner that would become Ambassadors of Christ—Messen-
gers of His Churches—Representatives that represent His Bride.
In view of two schools of thought extent in the world today in the minds of people
regarding GENERAL ORGANIZATIONS, ASSOCIATIONS, and such messenger meet-
ings as this, I feel a deep sense of responsibility at this time, as your present moderator, to
reaffirm our MISSIONARY BAPTIST Position on this point, as I believe the Scriptures,
and sound Baptists everywhere agree to. The co-operating churches that compose this as-
sociation are not MERGING TOGETHER AS ONE BIG UNIVERSAL CHURCH by this
meeting. Neither is this body of messengers empowered with authority that Jesus gave to
His Local Church. But Independent, Autonomous, Churches have sent messengers to meet
with this good sister church of San Francisco, and her good pastor, Brother Mott, for the
purpose of carrying out the working agreements of the churches as set forth in the minutes.
Thus, there is no such thing as The Baptist Church, in the universal sense; that all of the
local churches merging together in a general assembly, compose. The local churches of
this association have not RE-DELEGATED their authority given to them by the Lord into
the hands of their messengers, that they may act as “Delegates,” and meet to legislate laws
for the churches to carry out. But these churches have sent messengers to meet together to
discuss the work in which they are mutually engaged, and to recommend to the churches
such CHURCH SENT Missionaries, CHURCH OWNED AND OPERATED Schools, Lit-
erature, missions, etc. that they deem wise, for cooperative support, according to the agree-
ments. But in no sense is church authority re-delegated into the hands of messengers, that
would give them the designation of “delegate,” under the Free Association of these church-
es representing in this meeting by messengers, or letter. This is one of the distinguishing
principles between modern Convention Baptists, and regular Missionary Baptists such as
are meeting in this assembly. Although the vast majority of the people of the world regard
such assemblies as this as a merger of local bodies in to a universal body, this is not true
with Missionary Baptists. True Missionary Baptists hold that the local bodies never

merge into one body, but simply send messengers to represent them in council, according
to the working agreement with each other in the mutual faith, and common cause. It is of
utmost importance to hold to this great Bible Truth. For this reason, this is not a Legislative
body, to legislate laws; and it can only execute laws that come under its jurisdiction. To
surrender this principle would be to deviate from the Bible position of faithful Baptists of
many years and centuries.
Let us invoke God’s blessings on this great meeting by prayer, that these precious
principles may be carried out in the spirit of Christ, for His dear sake.

Tuesday, 9:30 A. M.
Meeting opened with Bro. L. E. McCalister leading in the singing of “When we
all get to Heaven.” Bro. C. C. Middleton led in prayer. Bro, A. D. Compton was introduced
by the moderator to bring the devotional. He read Philippians 2:3-11. Many good testimo-
nies were heard from the congregation. Motion and sec. that we send Bro. Allen Adkins a
telegram expressing our best wishes and telling him of our prayer for his recovery. Motion
carried. Special prayer for Bro. Adkins and a member of the Wilmington church, who had
undergone surgery, was led by Bro. Charles Denney. Bro. L. M. Branch gave his greetings
as moderator. Motion and Sec. that the moderator’s message be included in the minutes.
Motion carried. Bro. Dewey Mott, pastor of the host church gave the messengers a word
of greeting and welcome. Bro. Bill Hoppert, pastor of the Corcoran church gave a brief re-
sponse to the welcome address. Motion and sec. that the reading of the petitionary letters be

LAST YEAR THE MESSENGERS HAD THE FAITH TO UNDERTAKE
GREATER THINGS IN MISSIONS! Their recommendations to the churches were re-
ceived in a wonderful spirit, and we have done things this year that many believed impos-
sible.
It has been a joy to see this good work grow! To have been a part of the work has
been a privilege indeed. Bro. Tabor and Bro. Cole express their deep appreciation for your
support in State Mission work of California.

To the messengers of the California Co-operative State Association when con-
vened with the Grace Missionary Baptist Church in San Francisco.
This is the report of the mission work that the Salinas Missionary Baptist Church
has done in the San Jose area.
The Salinas Missionary Baptist Church called me to lead in this work this past
January. On February 3rd my family and I arrived in San Jose and with Bro. L. M. Branch’s
help we secured a very nice building in a choice part of town.
Since the second Sunday of February (Feb. 8th) we have had 16 additions to the
Salinas Church. Six (6) by baptism, and ten (10) by letter. There has also been four (4)
adults that have been saved that have not followed the Lord in baptism. yet.
Our record attendance has been 45 in Sunday School, 35 in the Baptist Training
Course and 71 for the preaching hour.
The fellowship in the San Jose area is very good now. We thank God for the El
Bethel and the Sunnyvale churches and we look forward to having an even greater fellow-
ship with them in the future.
We are eternally thankful to Bro. Branch and the Salinas

Church for their considerations and help. They through the Lord deserve the credit for the
success of this work.
We received a total of $785.52 for the past seven weeks work. In addition to this
we received a wonderful offering from the Grace Missionary Baptist Church for the revival
services that we rendered in which there were nine (9) saved and ten (10) added to the
church.
There is not a more fertile field in California than the field in San Jose. It is one
of the fastest growing areas in America AND GOD HAS OPENED THIS WONDERFUL
DOOR. Pray for us as we enter the harvest.
We want to thank each one for their prayers and offerings. May God bless you for
your efforts.
Please pray that God will establish a great lighthouse in the big town.

MISSION REPORT
(Harold Cole, State Missionary)
To the Churches composing the California Cooperative Association of Missionary Baptist
Churches:
Christian Greetings:
I deeply regret that circumstances prevent me from attending this great messenger
meeting, and giving this report in person. But a death has occurred in one of the families
of the church here, and I feel it necessary for me to be here to make arrangements for the
funeral, and be of what assistance I can. Please pray for this family in their hour of sorrow.
The past year has been one of many blessings in working with the Church here in
the Fruitridge area of Sacramento. The Grace of God has overruled many handicaps and
disappointments that have arisen. Souls have been saved and members added to the mem-
bership, and I believe many of the members have been strengthened.
The church is engaged in a building program, which has been slow due to the fact
that there are so few to work on it.
My ill health has prevented me from doing many things which I desired to do this
year, but I am very thankful for the improvement thus far.
I have had the privilege of visiting several of the churches the past few weeks, and
rejoiced to see and hear the manifestation of a greater zeal toward the winning of the lost
for Christ, and the up-building of the work in General.
I wish to express my appreciation for the material and Spiritual

support of the Churches this last year by saying “Thank You” to everyone who had a part
in this work.
The financial support, though not up to the recommended amount, has been suf-
ficient to meet our actual needs, for which we are eternally grateful.
As I will not be there in person to give this report I will try to break this financial
report down to where you can understand it: My total income for the year, with the excep-
tion of this month’s offering which I have not received as yet is $3,704.83. This is a monthly
average of $387.31, and includes what I earned from secular labor the first part of the year.
Actual amount received from the churches was $3,163.83; a monthly average of
$261.40.
Since Bro. Hoppert has done such a splendid job of sending out detailed reports
each month to the churches I will not try to do so this time. If any church has a question, or
desires a detailed report, I will be glad to furnish it to them upon request.
Should the Messengers of the Churches composing this great Association deem
me worthy of your recommendation and support for another year I will endeavor to serve
to the best of my ability, with God’s help.
We are at present, through the efforts of Bro. Halsell, trying to get a work started
in the vicinity of Placerville, Calif.
Pray for us as we endeavor to please Him who has called us into this great work.

STATE MISSION REPORT FOR 1959—STATE ASSOCIATION
Though at times it seems we’ve been able to accomplish so little on the great
North-western field where we’ve been working, when we go back and look at the actual
records, we realize that God has blessed the work in a great way.
At the State meeting last year our young church had a membership of sixteen. The
record this year will show a final gain of only three, but during the year we baptized ten,
received four by letter, and one by statement. Lettering out thirteen to the new church at
Stafford left us with eighteen members. The new church at Stafford has grown under the
leadership of Bro. Standley first, and is continuing to grow under Bro. Creel’s leadership.
They now have a membership somewhere in the twenties. The average attendance in both
churches is in the neighborhood of seventy-five. Our average attendance at Eureka is about
thirty-five, and the attendance at Stafford is somewhat better than ours, ranging into the
middle forties, I believe. Thus, has God blessed our work there.

We hopefully began a Bible study in Arcata, but gave it up because of the lack of
interest in those we had hoped to work with there.
Our church is still meeting in a rented hall and we do not expect much growth until
we can get into a building of our own. We hope to begin plans for building in the late spring
or early summer this year, the Lord willing.
I wish I could express the depth of my thanks to the churches who have so faith-
fully financed this mission work. Except for their support of this work it could not have
been accomplished. “Unto Him be glory in the church by Christ Jesus throughout all ages,
world without end.” —Eph. 3:21. I am constrained to believe that your faithfulness in mis-
sion work this past year is the basic cause that has resulted in the clearly defined progress
made in our church work over the entire state. Missions is the blood-stream of the churches
that not only keeps them alive, but growing as well.
Total support from the churches from April 1958 to March 1959 according to my
records, adds up to $4,048.92, making an average of $338.41 per month. For about half of
the year the Eureka church has paid me a salary of $25.00 a week, which is included in this
total and average.
In addition to my sincere thanks to the churches for their endorsement and support,
I wish to say I appreciate the fine work of Bro. Bill Hoppert in the office of Treasurer of
Missions. He has done an excellent job.
Our present outstanding need in the northwestern area is a local radio broadcast. I
am appealing to the churches of the State for aid in supporting such a broadcast.
I believe the possibilities and opportunities in the north coast areas to be unlimited.
We need your prayers very much as we continue to labor there.

We your committee on Christian Education submit the following for your consid-
eration,
Believing the authority was given to the church to teach (Matt. 28:19-20) and that
teachers are placed in the church (I Cor. 12:28) we would like to recommend the California
Missionary Baptist Institute of Bellflower owned and operated by the 1st Missionary Bap-
tist Church there.
We realize the demands of churches in wanting an educated ministry.
We believe that God calls men into the ministry and we believe

God calls men to prepare by study (I Tim. 2:15), We simply believe that a school
like C. M. B. I. is a help to aid the God-called minister.
We recommend schools of like faith and order; such as the ones in Little Rock,
Ark.; Minden, La.; Somerset, Ky.; Henderson, Texas; Lakeland, Fla.; etc.
Because of a united effort on the part of pastors and churches the C. M. B. I. is
making progress and the thing that will put the school over is to support this institution now.

FOREIGN MISSIONS
“Go ye into all the world and preach the gospel to every creature” are words of our
Lord spoken to His church. This commission places the responsibility upon the churches
today of like faith and order as this original church. To preach the gospel to every creature
or be found guilty of neglect when they face the judgment.
Seventeen foreign missionaries were recommended to the churches of the Ameri-
can Baptist Association in the regular messenger meeting in Ft. Worth, Texas for the current
fiscal year. Each church has an opportunity to go beyond her immediate area by sending of-
ferings to these workers designated or undesignated. As the churches support these workers
with liberal offerings, may we not forget to pray for them.
Offerings may be sent to the American Baptist Association, Box 1050, Texarkana,
Ark,-Texas.

HOME MISSIONS
We, your committee on Home Missions beg to report:
That we wish to commend the local churches and their pastors for their zeal in
organizing new mission and churches in several localities during 1958, and urge that each
church and pastor make a special effort in the ensuing year to establish at least one new
mission for which they will accept full responsibility.
We recommend that each church have a regular weekly visitation program, and
that study courses in personal evangelism be conducted by the local pastors and missionar-
ies.
We further recommend that since your faith last year was great enough to recom-
mend two missionaries to the churches for full support, and the churches have responded to
this challenge in a great way, the Committee recommends the endorsement of the (3) church
endorsed missionaries who are now working on the field, and that we make every effort to
pay them the recommended salary. We further recommend that each local, state, and inter-
state missionary and mission work of the respective Ass’ns in the state be kept constantly
before the churches, and that in our zeal for missions work we will not by pass those whom
we have endorsed for support.

RESOLUTIONS
Be it resolved that Article III, Section 4 of the Articles of Agreement be amended
to read as follows, “We recommend to all scriptural New Testament churches desiring to
cooperate with us for the purpose designated in Article two of these Articles of Agreement,
express their desire by presenting a statistical letter to this body.

CHRISTIAN LITERATURE
We your committee on Christian literature, submit the following report: Realizing
the command of our Lord in His commission to His churches includes “teaching them to
observe all things whatsoever I have commanded you” and realizing it is therefore the duty
and the God given privilege of all Missionary Baptist Churches to teach His word we there-
fore recommend:
1. That each pastor and church member daily and prayerfully study the Bible.
2. That each family subscribe to the Baptist Sentinel and other of our publications as
the “Missionary Baptist Searchlight.”
3. That all our churches use our own Sunday School and training course literature
published by the Baptist Sunday School Committee in Texarkana.
4. That all churches be encouraged to give our graded Sunday School record system
a fair trial. We believe it will enable any church to reach more people for her teaching
ministry if properly used.
5. That our churches use the vacation Bible school materials published by the Baptist
Sunday School Committee, Texarkana,
6. That our ministers and churches remember our Baptist book store in Texarkana
when they have need of Bibles, or any materials supplied by our store.

MINUTES
of the
STATE YOUTH RALLY
Oakdale, California—July 25, 1959.
Services were opened with song, “Blessed Assurance,” led by Jerry Collum, with
Donna Collum at the piano. Bro. Martin Canavan was elected to preach the eleven o’clock
sermon. The advisory committee proclamation was read by Bro. Branch. It was discussed.
A motion was made and seconded to adopt the resolution as read. The welcome was given
by Bro. Richard Birch. The Response was given by Bro. Bob Hewitt. The parts were given
on the Second Coming of Christ. Antioch: The Assurance of His Coming. Fresno: Prepara-
tions for His Coming. There was a recess at 10:45. Services started again at 1l:05 with song,
“Take It to the Lord in Prayer.” Bro. Shafferson led in prayer. Bro. Martin Canavan brought
a message, taking as his text, I John 5:13. We were dismissed for lunch at 12:00. We were
led in prayer by Bro. Jack Conley.
Services began again at 1:30 with a song, “At the Cross,” led by Bro. Jerry Col-
lum. It was decided that we would go to Antioch for the next rally. The parts were assumed.
Richmond: The Manner of His Coming.” Freedom: The Purpose of His Coming. Cypress
gave a special, followed by a special from Manteca. A trio from Armona sang, “What Will
I Leave Behind?” A girl from Salinas sang a solo. We had a recess at 2:25. The Business
Meeting began at 2:40. Bro. L. M. Branch was elected to bring the evening message.
The minutes were read and approved. A treasurer’s report was given. We have
$32.00 in the treasury. A motion was made and carried that we pay for placards used to
advertize this year’s rally. The election of officers were next in order. President, Wendell
Martin; Vice-President, Johnny Wilkins; Vice-President, Kenny Roberts; Secretary, June
Williams; Assistant Secretary, Shirley Branch; Treasurer, Bob Hewitt; Assistant Treasurer,
Jerry Roberts; Pianist, Pat Crawford; Assistant pianist. Janice Cooper; Song Leader, Mar-
tin Canavan, Jr.; Assistant, Johnny Wilkins; Publicity Director, Ray Pertyman; Assistant,
Charles Springer. Those elected for the Advisory Committee were: Joe Spradlin, Lawrence
Crawford, Martin Canavan, Bill Hoppert, M. B. Hubbard, and Gordan Richwine. The chair-
man is Bro. Martin Canavan.
An offering was taken for the church at Oakdale. We were dismissed at 4:00. Bro.
Nance led in prayer.

Services began again at 7:00 singing “Showers of Blessings,” led by Bob Hewitt,
with Pat Crawford at the piano. Prayer was led by Bro. L. D. Perdue. Specials were ren-
dered by the following: Dominguez, Richmond, Manteca and Stockton. The choir from the
Bay Area Youth Rally sang a selection of songs “All Hail the Power of Jesus’ Name,” and
“Breathe on Me.” A group of girls from Modesto sang, “Give of Your Best to the Master.”
“Our Best” was sung by a duet from Antioch. A love offering was taken for the State mis-
sionary, Bro. Tabor. A duet was sung by the “King Sisters,” “Lord I’m Coming Home.”
Bro. Bob Hewitt led a congregational song, “Take the Name of Jesus With You,” with June
Williams at the piano.
The sermon was preached by Bro. L. M. Branch. His subject was “The Final Judg-
ment,” Text, Rev. 22. A congregational song was sung and were dismissed. A motion was
made that we adjourn the meeting.

LADIES AUXILIARY STATE MINUTES
Opening song, “Stand up for Jesus” led by Sister Gill with Sister June Williams at
the piano.
Opening prayer by Sister Williams.
Welcome by Sister Ann Walton the President.
Parts given on Bible teachings regarding the duties and privileges of women.

Spradlin from Cypress M. B. church (Northern Valley District)
2. New Testament examples of Women’s work in the church given by Sister
Newsome from Corcoran M. B. Church (Central Valley district).
3. Woman’s duty to her husband given by Sister Marie Adkins from Bell-
flower M. B. church (Southern Coastal district).
4. Woman’s duty to home and children given by Sister Daley from Mojave
M. B. church (Desert Assn. District).
A special in song was rendered by Sis. Andrews, Jeanie Perdue, Bro. Howard
Perdue, Bro. Ernest Crawford. They sang “All Upon the Altar.” A special in song by Sis.
Adkins and Sis. Caves “The Blood that Stained the Old Rugged Cross.”
All parts and specials were wonderfully given and a blessing to all.
The election of officers followed:

Clerk-Sec., Sis. Branch;
Asst. Clerk: Sis. Marie Andrews.
Motion and second to elect a committee of three to prepare program for next year.
Amendment that the officers serve as the committee. Motion carried. Motion and
sec. that a report be given from each local district auxiliary. Motion carried.
Dismissed in prayer by Sis. Magee.
