MODERATOR’S OPENING SPEECH
(State Association at Tulare, California)
March 23, 1964

It is coincidental that the messengers to the California State Association are meet-
ing today in the city of Tulare. 21 years ago I was attending the old California State Asso-
ciation at Riverbank, as a messenger from the Tulare church, when I surrendered to preach.
It was here in Tulare, by the authority of the Tulare Missionary Baptist Church, that I was
ordained to the ministry in Feb., 1944. Little did I realize then that I would return to Tulare
some day and stand before the state association today as its moderator. But such are the
ways of providence and so we are here. Last year, upon my return to California after an
absence of 19 years, you honored me, you honored the church of which I am pastor, and you
honored thegreatschool which I represent, with this, the highest office in associated work in
this state. For this I am extremely grateful.
I Pledge to you today to do my best to fill this chair with special favor to none,
with fairness to all, and, I trust, in such a manner as to honor our Lord and bring credit to
His work.
For a few moments, I want to present a few remarks for your consideration on this
very important subject:
FOR WHAT PURPOSE DO WE GATHER HERE TODAY
From all over California people are gathered here in Tulare for this associational
meeting. What is the purpose of our gathering?
First, let us define who “we” are. “We” are messengers. Messengers who come
here representing free, sovereign and independent churches--old time-Bible loving--Bible
believing--Bible preaching--Missionary Baptist churches.
We are not here today to act in the capacity of superior court of the churches which
we represent. We are not here to exercise any eccelesiastical authority over any church, any
messenger, any missionary or any missionary Baptist in the world.
A few days ago in fsderal court in Dallas, Jack Ruby was tried and convicted of
killing Lee Harvey Oswald, This was the judgement of-a;jury of 12 men arid: women who.
heard the facts in the case and rendered their decision, However, we now know that the
Judgement of this federal court is not yet final. It is subject to review by an appellant court
and then, possibly, by the United States Supreme Court.
We understand the United States Supreme Court to be a court of last resort in our
American system of law. From the decision of the Supreme Court there can be no appeal,
In past years it has been evident that some of our misguided brethren have thoughtofames-
sengermeeting, such as this, as a kind of Appellant Court from the decisions of local New
Testament churches. This is a tragic error.
I do honor to you today--fellow-messengers--brothers and sisters in Christ- I be-
lieve there are no greater people in this state or in the world than you. But you are not, in
any sense, an Appellant Court for the Missionary Baptist churches in California or any-
where else. A local New Testament church is the Supreme Court of our Lord’s kingdom
work here on earth. From the decision of a local New Testament church there can be no
appeal, save an appeal in prayer to the great God of Heaven.

This is not to say that the local New Testament church is infallible, nor to infer that
churches are sovereign, separate and apart from the sovereignty of Christ, who is her head
and lawgiver.
Nevertheless, there is no higher authority on this earth, in matters concerning the
Lord’s work, than a local New Testament church.
No grievances, whether individual or church differences, can be brought before a
messenger meeting for review or settlement. Dr. A.T. Powers, speaking before the American
Baptist Association in 1958, said: “To bring an appeal from the decision of a local church
here for our ruling would be like appealing the decision of the United States Supreme Court
to the Justice of the Peace court at Deadwood Branch and asking it for a ruling.”
Why, then, do we gather here today? May I here quote from our own State Association
minute, The Articles of Agreement, Article II:
“The object of this association is to encourage cooperation and Christian activ-
ity among churches; to promote Interest in and encourage missions on a New Testament
basis among all people;tostimulate interest in Christian literature, general benevolence, and
Christian education; and, to provide a medium through which the churches may cooperate
in these enterprizes.”
This, then, is our purpose--our object--our goal.
And so, my fellow-messengers, visitors and friends; let us here and now resolve to
lay aside the weights of envy, intolerance, jealousy, quick tempers and unforgiving spirits,
if and where they may exist; and let us get on with the running of this race before us--the
business which we come here to do.
May we speak the truth in love; may each esteem others better than themselves;may
we cultivate Christian sympathy in feeling and courtesy in speech; maywebeslowtotake of-
fense but always ready for reconciliation; may we not havea zeal against impurity that is
itself impure; and, finally, may we do all for the glory of God.

ARTICLES OF AGREEMENT
Preamble
With faith in God, and unquestioning acceptance of the Bible as the Word of God, and sole rule of
our faith and practice, we offer Coal l Missionary Baptist Churches of Christ the following Articles
of Agreement.
ARTICLE 1
Name
The Cooperative Association of Missionary Baptist Churches of California
ARTICLE 11
Object
The object of this Association is to encourage cooperation and Christian activity among the churches;
to promote interest in and encourage Missions on a New Testament basis among all people; to stimu-
late interest in Christian literature, general benevolence,and Christian education; and, to provide a
medium through which the churches may cooperate in these enterprises.
ARTICLE III
Members
Section No. 1 -This Association shall be composed of Missionary Baptist Churches as
defined in article number thirteen of the declaration of faith in J.M. Pendleton’s church manual.
Section No. 2 - The Annual or called sessions of the Association shall be held by messen-
gers elected by the churches composing said Association.
Section No. 3 - Each church cooperating in this Association is entitled to three messengers,
whose qualifications shall be determined by the church selecting them. They are to bring letters show-
ing their election by the church, which letters should give a report of their past year.
Section No. 4 - We recommend to all Scriptural New Testament Churches, desiring to co-
operate with us for the purpose designated in Article II of these Articles of Agreement, express their
desire to this body.
ARTICLE IV
Doctrinal Statute
This Association shall recognize the freedom of speech as essential to the highest achievements in its
work. It shall stand or fall on its own conformity to truth. It shall exercise no ecclesiastical authority,
but it shall by every precaution recognize the sovereignty of every individual church. It shall also
encourage on the part of churches and Messengers the greatest possible freedom of expression in
discussing matters pertaining to its work, and in the pre-eminence of missions and evangelism in the
work of the churches.
ARTICLE V
Powers
The powers of this Association shall be limited to the execution according to teachings of the New
Testament of the will of the churches composing it; and the Association, in annual sessions, shall
elect such officers as are necessary for its deliberation and work, and appoint such committees as are
needed and transact other business as may be directed by the churches.
ARTICLE VI
Officers
Section No, I - It will be the duty of the messengers annually to elect from among their
members a Moderator, two Assistant Moderators, and such Clerks

and other Officers as may be needed or directed by the churches composing this Association.
Section No, 2 - In all votes of this Association a majority of votes cast shall decide ques-
tions; except in cases of change or amendment in the Articles of Agreement. In such cases a two thirds
majority will be required. Such changes must be presented on the first day of the Association and
voted on during any subsequent day.
ARTICLE VII
Missionary Committee
Section No, I - The Missionary Committee shall be composed of one member from each
cooperating church, when so elected by the Church, Eleven of these shall be elected by the messenger
body as a standing committee. The duty of this committee will be to carry out the expressed wishes
of the cooperating Churches through their messengers to the Association, and the distribution of in-
formation concerning the needy fields of labor and needs of the missionaries. Five members of this
committee will constitute a quorum, when due notice has been given a called meeting by the secretary
of the committee to the Churches,
Section No, 2 - The Missionary Committee shall meet annually and recommend to the mes-
sengers from among the Church endorsed missionaries such number as they deem wise for coopera-
tive support, and such salaries as are compatible with the strength of the Churches.
Section No. 3 - The treasurer of this committee, shall hold all funds received between ses-
sions of this messenger body, subject to the will of sending church or churches, keep a file of reports
of the missionaries, audit their reports, and, publish reports of the work at least quarterly, (monthly if
possible), in the state paper.
Section No. 4 - The messengers will elect from among the eleven elected missionary com-
mittee men, the secretary-treasurer of missions.
Section No, 5 - The membership of the Missionary Committee shall be fairly distributed
among the various sections of the Churches, which cooperate with this association.
ARTICLE VIII
Funds
Section No, 1 - All funds of the Association shalI be raised by voluntary donations secured
purely upon the merits and the cause, in the interest of which appeals are made for gifts, provided this
is not to prevent the use of any income or any property that may be acquired by donation or purchase,
Section No. 2 - The Treasurer of this Association shall hold all funds received between ses-
sions of this Association subject to the designation of the sending church or churches.
ARTICLE IX
Meetings
The Annual Meeting place of the Church Messengers shall be at such time and place as the as-
sembled Messengers may appoint.

BUSINESS PROCEEDINGS
9:30 A.M.
The meeting was opened in singing “Heavenly Sunlight” led by Bro. L.E.Mc Calister. Bro.
M.B. Hubbard led in prayer. The congregation sang “When the Roll is Called Up Yonder.”
Bro. Richard Burch was introduced by the moderator to bring a devotional. He read I Cor.
1:10 and spoke good words of admonition calling on each one to manifest a united spirit.
Bro. Roy Reed gave his opening remarks as moderator of the association. The
moderator declared the association open for business. Bro. R.L. Crawford led in prayer. A
motion and sec. was made to include the moderators address in the minutes. Motion carried.
Bro. Alvin Mayall, the host pastor, was introduced to give the messengers a word
of welcome. Bro. Mayall introduced the Mayor of Tulare, the Hon. Melvin Howe. The
Mayor gave some fine words of welcome.
Petitionary letters were read from Central Baptist in Downey, the Hughson
church,the Bethany church in Chino,the Harmony church in Bakersfield. Bro. Chastain
and Bro. Hoppert gave the messengers from these churches the hand of fellowship and
welcome.
Visitors were introduced. They were Bro. Herbert Banks, Bro. Alvin Krebs, Sis.
R.Y. Blalock, Bro. Richard Andres, and Bro. John Gordon.
Mission report made by Bro, Marlin Gipson. Motion carried to accept the report as
read.

Joe Clemment, Local Missionary of Los Angeles gave a report of his mission work. Mis-
sionary Krebs reported on his mission work in the state of Washington. There was a motion
to have a special order of business immediately after lunch. Motion carried.
A congregational song was led by Bro. McCalister. The Pack Trio from Stockton
sang “Jesus Abide with Me.” Bro. L.D. Perdue led in prayer. Bro, Bill Woodall sang a
special. Bro. Martin Canavan was introduced by Bro. Bill Hoppert to preach the annual
message. His text was II Cor. 5: The Love of Christ constrainith us.”
Bro. Canavan brought a great message on the Christ who knew no sin: yet who
was made sin for us that we might be made the rightousness of God in him. Bro. Lee Wright
extended to Bro. Canavan the hand of appreciation for the fine message. A motion and sec.
was made to adjourn until 1:30. Motion carried. We were dismissed in prayer by Allen Ad-
kins.
1:30 P.M.
Bro. L.E, McCalister led in singing “At Calvary” as we met back after

the noon recess. The congregation also sang “Leaning on the Everlasting Arms.” Bro. Gene
Stevens led in prayer. Bro, W.H, Banks was introduced to bring a devotional. Bro. Banks
read Eph. 5:17,18 and admonished us to be “Filled with the Spirit.”
The special order of business voted in the morning session was now in order. Bro.
D.C. Caves read the report of the Missionary Committee. Motion and sec. that the report be
adopted. The report was spoken to by Bro. D.S. Madden. The report was adopted.
A motion and sec. that the present missionary committee stand in nomination with
the privilege of substitution. Motion and sec. that Bro. Don Bowen replace Bro. Allen Ad-
kins. Motion carried. Bro. Paul Magness was nominated to replace Bro. A. D. Compton.
Motion carried. The committee was elected as substituted.
Motion and sec. that a speaker for the evening service be selected. Motion car-
ried. Those nominatedwere Bro. Bill Hoppert, Bro. Haywood Simpson, Bro. Sharver, Bro.
Reeves, Bro. Jesse Crawford, Bro. Begley, Bro. Jim Wilkins, Bro. Middleton, Bro. Bob

lution to be presented to this messenger group concerning our endorsement of Dr. Max
Rafferty, the state superintendent of education. It was spoken to by Bro. John Himes. A
substitute motion that we commend Dr. Max Rafferty for urging the teaching of evolution
as a theory and not as a fact and reaffirm that we are anti-evolutionary in doctrine. Spoken
to by Bro. Sharver, Bro. Canavan, Bro. Hoyt Chastain. A motion and sec. that this matter be
tabled. Motion to table carried.
Motion and sec. that we select a meeting place for next year. Motion carried. In-
vitations were read by Bro. Henry Nance from Antioch, Armona, Tulare, Fresno. A motion
and sec. that we defer voting on these invitations until we hear from the Tulare Chamber of
Commerce. Motion carried.
The Christian education report was read by Bro. Bill Hoppert. Motion and sec.
that the report be adopted. Report was spoken to by Bro. Hoyt Chastain, Bro. O.C. Harris,

Bro. Frank Gray led in prayer. Bro. C. Edward Woods introduced the speaker of
the evening, Bro. Larry Reeves. Bro. Reeves read from John 4:34-38 and called our at-
tention to the thought “The Labors of Others.” Bro. Reeves brought to our minds many of
the Bible greats and challenged us to follow in their paths. He then spoke of our Baptist
forefathers in the dark ages, and then early American leaders and urged us to rededicate our
efforts to build a great work for Christ. Bro. Floyd Jordan extended to Bro. Reeves a hand
of appreciation for the message.

HOME MISSIONS
We your “Home Mission” committee submit the following:
Jesus said, “Go ye into all the World” beginning at Jerusalem. Our home mission
effort is our Jerusalem field.
1 . We recommend that each local association encourage and support as many lo-
cal missionaries as they can within the boundries of their association.
2. We recommend that each church teach our young people the great re¬sponsibility
that God has given us on Home Missions.
3. We further recommend that the churches of Christ seek out fields of nearby
cities and endeavor to establish mission points.
4. We recommend that our churches strive to use our young ministers to help in
visitation whenever possible at our mission points.

Dear Brethren:
I wish to thank you for your support in prayers and offerings for the 16 months I spent on
the mission field as your servant.
We had set-backs and disappointments, yet God blessed.
The Eastside Missionary Baptist Church is still winning souls by the help of God. I recieved
$1165.81 during the last 4 months on the mission field of which the Eastside Missionary
Baptist Church paid $675.00
My prayer is that the churches will always have a vision of lost souls perishing and put
missions first.

PUBLICITY REPORT
1963 Pastors and Missionary meeting was held Sept. at Cypress in Sacramento. We sent
out 120 letters and return cards for this meeting. I wish to thank Bro Mayall and the Tulare
Church for their fine cooperation and publicity for this 1964 messenger meeting. Also to
all of our churches for their fine responce for money. Many sent money to Bro. Mayall and
money to me. We have a record of all sent and expenses.

CHRISTIAN EDUCATION
Christian Education is properly that part of the Lord’s Great Commission where
Jesus commanded the churches to Go
teaching them to observe all things whatsoever I
have commanded you.
Christian Education is, therefore, a ministry of the Lord’s churches. It includes
any and all Bible teachings done under the authority of the New Testament church. There
are, at present, two institutions in the state of California operated under the ownership and
control of churches working in the Cooperative Association of California. By virtue of their
sponsorship, these two institutions deserve our recognition and endorsement.
The California Missionary Baptist Institute and Seminary has presented an operat-
ing budget of $1870 per month and The Missionary Baptist College has presented a budget
of $764 per month for current year.
We recommend the operating budget of these schools be met by the churches of
the Cooperative Association.

CHRISTIAN LITERATURE
The art of reading is without doubt one of man’s best means of education. God has
given us eyes with which to read and intellegence with which to comprehend. One’s mind,
body and spirit will be molded by the kind of material absorbed. Because of this pertinent
fact, your committee believes it profitable to the work of Christ in general that men study
the right kind of literature. We therefore recommend the Holy Bible as the text book for
all Christians; the publications of the A. B. A. to be used in Sunday School work and other
training phases; scriptural tracts for reading and distribution; and our Missionary Baptist
periodicals, especially our Calif. state papers, The Baptist Sentinel and The Baptist Guard-
ian.

OF THE STATE LADIES AUXILIARY
COOPERATIVE ASSOCIATION MISSIONARY BAPTIST
CHURCHES OF CALIFORNIA
Together with a complete directory of officers and a list of auxiliaries represented.
The seventh annual meeting was held in the Tulare Missionary Baptist Church,
Tulare, California, March 23, 1964.

BUSINESS MEETING OF THE LADIES AUXILIARY
6:00 P.M., March 23, 1964
The California State Ladies Auxiliary, meeting with the Tulare Missionary Baptist
Church, Tulare, California, opened its 1964 session with prayer led by Sis. Ann Walton, Sis.
Lula Fiser, president, presiding over the meeting.
Sis. Fuller from the Tulare Church gave the welcome address, and Sis. Reed from
Bellflower gave the response.
Sis. Paul Magness from Antioch gave the devotion from 2 Kings 4:26 on the sub-
ject, “An ALL Important Question.”
Sis. PhyllisWebb led in prayer, and Sis. Jeanne Perdue rendered a special in song,
“Is It Well With Thy Soul” accompanied at the piano by Sis. Shirley Burch.
New Auxiliaries were welcomed, and there were four new auxiliaries represented
for the first time,
The election of officers was the next order of business:
Nominations for president were Sis. Lula Fiser, Sis. Dorothy Madden, Sis. Doris
Reed, Sis. Christine Caves, and Sis. Paul Magness. Sis. Fiser declined the nomination. Sis.
Reed was elected president, and Sis. Madden was elected vice president.
Nominations for secretary-treasurer were Sis. Ruth Burnes and Sis. Burl Beene.
Sis. Burnes was elected secretary-treasurer, and Sis. Beene was elected assistant.
Nominations for parliamentarian were Sis. Ann Walton and Sis. Virginia Cowart.
Sis. Walton was elected parliamentarian, and Sis. Cowart was elected assistant.
Sis. Fiser called for objectives recommended. Sis. Branch placed before the body
for its consideration a suggestion that the auxiliaries help Bro. Adams on a personal note
he signed for the purchase of a building in Canada to meet in for services, and for which he
had been making the payments out of his salary.

It was then suggested that the recommendation be made to the auxiliaries to sup-
port the two young preachers from Canada and Scotland who are attending C.M. B. I. in
Bellflower. A motion and second was made that we recommend to the different auxiliaries
to aid the foreign students who are attending C.M. B. I. so long as they attend. Motion spo-
ken to by Sis. Branch. Motion lost.
A motion and sec. was made that we take as a state objective to help Bro. Adams
pay the personal note that he signed for the purchase of a building in Canada. Motion car-
ried.
District reports were called for, and the following reports were given:
Sacramento Valley District - Report given by Sis. McCalister
Northern Coastal District - Report given by Sis. Webb
Central Valley District - Report given by Sis. Beene
Coastal District - Report given by Sis. Reed
Paradise Valley District - Report given by Sis. Crawford
The Central Valley Districtsent a recommendation to put the program back into the
state meeting. Sis. Webb and Sis. Wade spoke concerning the recommendation. A motion
and second was made to have a program included in the state meeting next year. A substi-
tute motion and second was made to begin the state meeting at 5:30 P.M. next year in order
to have sufficient time to devote to the program and regular business. Substitute motion
carried.
The Cypress Trio rendered a special in song, and the meeting adjourned when Sis.
Fiser gave Bro. Reed charge of the service for election of the evening speaker.
There were fifty-three auxiliaries represented with a total of $45.50 sent in for
minute fund.

STATEMENT OF PRINCIPLES
State Auxiliary
ARTICLE I NAME
The name of this organization shall be “Women’s Auxiliary of the Cooperative Association
of Missionary Baptist Churches of California.”
ARTICLE II PURPOSE
The purpose of this StateAuxiliaryshalI be to encourage the women of the local churches
to be active in all phases of the work in which they have the Spiritual right to participate,
and to encourage the establishment of Auxiliaries in all Missionary Baptist Churches where
none exist.
ARTICLE III DEFINITION
The Auxiliary shall be composed of messengers of the local Auxiliaries of the Cooperative
Association of Missionary Baptist Churches of California.
ARTICLE IV MEMBERSHIP
Each church shall be entitled to three messengers who have been chosen by her Auxiliary
and approved by the church
ARTICLE V TIME & PLACE
The State Auxiliarysholl meet annually at 5:30 P.M. on the day preceding the opening
of the messenger body of the Cooperative Association of Missionary Baptist Churches of
California.
ARTICLE VI OFFICERS
The officers of the State Auxiliary shall be: (1) President; (2) Vice President; (3) Secretary-
Treasurer; (4) Assistant Secretary-Treasurer; (5) Parliamentarian.
ARTICLE VII ELECTION AND TERM OF OFFICE
All officers shall be elected by nomination and majority vote of the Messenger Body. No
officer shall succeed herself more than once consecutively in any office. The newly elected
officers shall assume their duties at the end of the session in which they are elected.
ARTICLE VIII CONTRIBUTIONS
All contribuitons shall be raised by voluntary offerings and shall be given to the Secretary-
Treasurer for proper disbursement.
ARTICLE IX COMMITTEES
Section 1. Committees shall be appointed by the President except when the President re-
quests that they be elected.
Section 2. It shall be the duty of the officers to prepare the program for the following year
and to notify each district.
ARTICLE X AMENDMENTS
These articles may be changed only by vote of two thirds majority of the messengers.
