MODERATOR’S MESSAGE
Allen Adkins
Beloved Brethren, messengers, and friends. Once again at the direc-
tion of our respective churches we have set in joyful association for fellowship
and counsel, and to make such recom¬mendations as we deem proper and
profitable to our churches.
The Apostle Paul called the Lord’s church (any New Testament
Church) ‘the pillar and ground of the truth” (I Timothy 3:15). We bear a par-
ticular responsibility in respect to the inspired truth of God, unlike that of any
other people on earth.
The question propounded so long ago looms importantly before us
today, ‘If the foundations be destroyed, what can the righteous do?” (Psalm
11:3)
Society is undergoing a change from the order that we have known
for so long. So-called new moral concepts have all but destroyed the founda-
tions of decency which have meant love for home, respect for country and
obedience to laws.
Religion is undergoing a change and old foundations are being aban-
doned. Predictions are made almost daily and printed in newspapers predicting
the demise and disappearance of churches as congregations within the next
few years. Independent Bible classes, evangelistic associations, and other in-
dependent groups sponsoring missions separate and apart from any church
relationship are springing up every day.
The question of “What shall we do?” confronts Missionary Baptists.
There are some foundations found in the Bible from which we must not depart.
These have sustained Missionary Baptist churches through all the crisis of the
past and if taught and practiced will no doubt serve to preserve old-time Bap-
tist churches in our day.
Though we must at present speak in general terms, foundation prin-
ciples must be sought out and adhered to faithfully.
The problem facing Missionary Baptist churches stems from three
prevalent things: 0) The general acceptance of the universal church idea, (2)
The ecumenical spirit of the age, and (3) The influence of a biased press, radio,
mailed propaganda, and misinformed personal friends.
5
Let us be zealous to reaffirm our belief in the local character only of
a New Testament church. This is the foundation principle for Christ-honoring
service to God. A false sense of ecumenical brotherhood has lessened the force
of Ephesians 3:21 ‘Unto him be glory in the church by Christ Jesus through all
ages, world without end. “ That sets forth Christian service in church relation-
ship and Christian activities centered around a local New Testament Church.
Let us reaffirm our belief in a doctrinally separated church position
in the world. The grand doctrines of the Bible have been weakened by the
prevailing spirit of “compromise for the sake of Brotherhood.” The Lord’s
churches have been charged with teaching the ‘Whole counsel of God” and the
‘all things” which Christ has commanded. Each doctrine is important and must
be equally emphasized that our churches may not become lopsided and little
more than protestant evangelistic centers in practice on one hand, nor dead pil-
lars of orthodoxy on the other.
Let us reaffirm the principle of associated work among New Testa-
ment churches. We must disregard the trend of the day toward mergers, union-
ization, add centralization, and ever guard the independency and authority of
local New Testament churches under God. No messenger body has any author-
ity over any New Testament church and any concept of such authority must
continually be rejected. The association is the churche9. Messenger meetings
can only make recommendations and offer counsel. There is no higher court of
appeal than a local Baptist Church.
Let us continue to contend for the right of churches to associate and
make use of messengers and committees after the New Testament manner as
they see fit.
Let us preach the gospel and reaffirm all the age-lasting doctrines
and principles laid down in God’s Holy Word. This is necessary if the Lord’s
churches are to survive, AND SURVIVE THEY WILL, UNTIL HE COMES
AGAIN: Jesus said, “...and upon this rock I will build my church; and the gates
of hell shall not prevail against it.” (Matthew 16L18)

times manifested humility, compassion and a true love for the cause of
Christ and his brethren.
Be it therefore resolved that we the messengers of the California Coop-
erative Association give him a standing vote of appreciation for a job
well done.

Be it resolved, believing that eternal good is the result of the Annual Pas-
tor’s Conference and is a lasting benefit to the churches and pastors, we do
recommend to the churches of the Cooperative Association of Missionary
Baptist Churches that they pay the lodging of their pastor and his wife to
the annual conference, Oct. 1618 of 1969 at Hume Lake, California.

Whereas the ABA will convene in Long Beach, California in June, we
resolve that on advertising committee be elected to publicize this great
meeting by sending letters of information about the services; who is to
preach at various times; and to contact preachers and churches of other
cities encouraging them to come early and visit and preach among our
churches. Also that expense incurred in postage and printing be paid from
the Association funds.
We further recommend that Brethren Dale Baldridge, Martin Canavan, Jr.
, and Tim Reed organize a choir to sing at Long Beach using the different
choirs of our churches in the Los Angeles area. We also urge if possible,
that the Northern District Youth Choir sing at Long Beach in formal dress
under direction of Tim Reed.

Resolved that this messenger body go on record as being opposed to
Universalism in every form. Be it further resolved that we declare that
the teaching, preaching or practicing the modern theory that God has by
passed His Churches and uses men or any group or groups who have
no connection with a New Testament Church, to accomplish His will
and purpose as given in the Great Commission, be declared Heresy and
that those who teach this doctrine are Heretics. Resolved further, that we
recommend to our churches that they be on guard against these men or
groups of men and have no fellowship with them.

Whereas the State Youth Encampment in the past several years has grown
to the extent that much time and planning and equipment must be invested,
it now seems that the sponsoring church should no longer assume the en-
dorsement for this work, but that it actually should be approved by the mes-
sengers to the California Cooperative Association of Missionary Baptists.
Whereas the First Missionary Baptist Church of Antioch has sponsored this
work since its beginning and has experienced the qualified personnel for
this work, and whereas the church has expressed a desire to continue this
endeavor, we therefore request that this messenger assembly in the 1969
session of the California Cooperative Association of Missionary Baptist
Churches, by a majority vote, endorse the First Missionary Baptist Church
of Antioch as the sponsoring Church for a Statewide Youth Encampment
for this Association.
Done by order of the church on March 12, 1969.
Larry Reeves, Moderator
Jeanne Perdue, Clerk
Whereas our churches are growing and the need for additional ministers is
already evident, and because there is an extreme shortage of qualified men
to work in the fields of music, visitation and youth work, be it therefore
RESOLVED that we recommend that our churches urge the young men
of their congregation, that have the qualities that would qualify them for
work in this important area, to seek training and education to properly equip
themselves for this work in the Church.
BE IT FURTHER RESOLVED that whereas we do not normally ordain
our Ministers of Music or Ministers of Visitation that we strongly urge the
Congress of the United States to change the laws dealing with the Selective
Service System to be revised so that our full-time trained ministers of mu-
sic, visitation and/or youth directors can be deferred from military service
because of their full-time work in the Church.
INASMUCH as most denominations do ordain their ministers that fill these
positions be it RESOLVED that we ask that the Local Draft Boards be re-
quired to grant us the same consideration as they do other churches that
have ordained men filling these offices.
31
BE IT FURTHER RESOLVED that a copy of this resolution be sent to
General Hershey and copies be made available to any other officials who
might be affected by this resolution.

(This resolution was unanimously adopted by the California Coopera-
tive Association of Missionary Baptist Churches while in annual session
April 2, 1969, in Tulare, California. )
Whereas, there are many questions arising today among the Lord’s
Churches concerning scriptural Baptism and the Bride of Christ.
Be it resolved that we reaffirm our position on these two vital subjects:
1.
We believe that God sent John the Baptist to admin-
ister heaven’s baptism. From those who received this heaven’s
baptism Jesus called out His Church which has had a continual
succession from that day to this.
2.
The Lord will call out from among these New Testa-
ment Churches a Bride which will rule and reign with Him over
the family of God and the rest of the earth for 1000 years.
Respectfully submitted,
James Wilkins
Dewey C. Caves
Whereas on several occasions during the past year brethren have brought
accusation against preacher brethren who were absent and had no chance
to answer for themselves. Whereas this left a reflection upon the ministry
of these brethren as well as breaking the instruction of Paul in I Timothy
5:19, which states; “Against an Elder not on accusation but before two
or three witnesses.”
Be it therefore resolved that we go on record as deploring this practice
and admonish all not to do it.
Respectfully submitted,
J. Wilkins

HOME MISSIONS
Home Missions are certainly included in the Great Commis-
sion (Matthew 28:18-20; Acts 1:8). In a state of over twenty million
people, which is growing daily, the Lord’s churches should be extremely
conscious of the need of doing mission work on the home fields. There
are large numbers of fine cities and rapidly growing communities where
there are no New Testament Churches to bear witness to the resurrected
Christ. Therefore, the churches of the California Cooperative Mission-
ary Baptist Association should intensify their efforts to establish new
churches in these cities and communities.
We recommend that churches which are not supporting State
Missions should prayerfully consider supporting our state mission work.
Churches presently supporting State Missions should give prayerful
consideration toward increasing their support in view of the vast harvest
of souls which is ripe in California.
35
We further recommend that churches give prayerful consid-
eration to programs such as the California Land for Mission Develop-
ment. Property and buildings are a key to building successful churches.
Such programs may be a real asset to our mission efforts in California.
D. S. Madden
Royce Smith
FOREIGN MISSIONS
We, your committee on foreign missions, submit the follow-
ing: As we come ever closer to the second coming of our Christ, we
must press forward with renewed zeal in an effort to reach the lost of
the world. It could very well be that we are at the threshold of our last
great opportunity to preach Christ in foreign lands. Our Lord has said,
‘And the gospel of the Kingdom shall be preached in all the world for a
witness unto all nations; and then shall the end come. “
Let us pray for our men who are working in foreign fields, and
may God grant us wisdom and love to support them. As we cooperate
together in this matter our many voices all soundas one when our mis-
sionary preaches God’s great message to the lost.
These are the last days, perhaps the last hours. If we would
hasten the return of our beloved Lord, let us be of one mind as we con-
sider foreign missions.
Let His Word reach the entire world as we say, “Even so come
Lord Jesus.”

CHRISTIAN EDUCATION
Inasmuch as the Commission was given to the New Testament
Church, and part of this commission consists of Christian Education,
and since the God-given responsibility is as binding today as it was in
the first century, we humbly recommend that each church consider giv-
ing particular attention to this phase of their ministry.
36
Our Lord said, ‘Go ye therefore and teach all nations, baptiz-
ing them... Teaching them to observe all things whatsoever I have com-
manded you. “
In carrying out this commission the Church must have the best
qualified teachers. Therefore, we recommend that we utilize the facilities
of the Church-sponsored Schools of California.
We also suggest that our churches invite instructors from our
seminaries, or other qualified men to conduct seminars, such as Sunday
School development, Soul-winning, etc. , to facilitate our goals in Chris-
tian Education.
Christian Education Committee,
J. F. Stevens
Burel Burnes
Milford D. Keeling
CHRISTIAN LITERATURE
We, your committee on Christian Literature submit the follow-
ing:
Christian literature is anything written that exalts Jesus Christ. Very few
of the worlds’ writings does this today. It is therefore vitally important to
preserve and promote Christian Literature.
It is the duty of each church to provide and recommend reading
matter that is doctrinally sound and baptistically oriented.
There are many Missionary Baptist papers published over the
nation that keep our people informed and reflect our doctrinal distinc-
tives. Two of these, the Herald and the Sentinel are published in Califor-
nia. We recommend them to our churches for their continued support.
We hereby go on record as affirming our belief that. A.B. A.
series of literature and church teaching aids is the best available in the
world. We recommend the greater use of these materials.
We recognize the Bible as our final and sufficient authority in
everything. We encourage everyone to make the Bible first in their read-
ings and all other writings secondary.
Submitted by your committee on Christian Literature.
