Messengers of the churches composing the Cooperative Association of California,
visitors, and distinguished guests;
It is with great pleasure and an honored privilege that I will try to serve as your
moderator this year.
The past associational year is now history; it is time past that can never be recalled.
And if it was not used to the very best of our knowledge and ability, no one can be blamed
but ourselves. We cannot add to nor detract from the.failures or successes of the past. Our
record stands. However, we can look back and profit by what we have experienced in the
days of yesterday.
As we look back we can see men of courage and determination and love that have
led the churches of the living God into fields of useful service to God and for man. Souls
have been saved, churches have been founded, Christ has been magnified and God glori-
fied.
But let us stop and think, will these men be with us always? No! So what are we
doing to make sure that God’s churches and people are left in capable hands so that Christ
may continue to be magnified? We are told in Proverbs 22:6, ‘Train up a child in the way he
should go and when he is old he will not depart from it.”
Every day we hear about delinquent children, but I am persuaded to believe it’s
not delinquent children we should be interested in but delinquent parents. What has become
of the parents that took their children to church, taught them the ways of the Lord while
they were yet young? Now it seems parents feel they need to wait for the child to become
old enough to make up their own minds as to what church they should go to, or worse still
if to attend church at all. Parents have been heard to say, “I don’t want to force my child
to go to church; it might affect his personality. “ Yet they force him to go to public school.
I challenge anyone to give me a scripture where we have a choice of churches. God only
instituted one.
If parents don’t wake up and begin teaching their children and become more inter-
ested in their spiritual life than their physical life, how can our youths, “Remember now thy
creator in the days of thy youth... “as stated in Ecc. 12:1.
We, as parents, have this great responsibility placed on us and if we do not carry it
out, we are going to answer to God for every wasted opportunity we have had.

So parents, here under the sound of my voice, let’s wake up and covenant together
here in this assembly to carry the precious Word of God to a sin sick world, so that our
youths today will be the leaders God can use tomorrow for a better world.
May the blessing of God rest upon our associated work as we strive to work to-
gether as true New Testament churches, for this coming year in the state of California.

ARTICLES OF AGREEMENT
Preamble
With faith in God, and unquestioning acceptance of the Bible as the Word of God,
and sole rule of our faith and practice, we offer to all Missionary Baptist Churches of Christ
the following Articles of Agreement.
ARTICLE I
Name
The Cooperative Association of Missionary Baptist Churches of California.
ARTICLE II
Object
The object of this Association is to encourage co-operation and Christian activity
among the churches, to promote interest in and encourage Missions on a New Testament
basis among all people, to stimulate interest in Christian literature, general benevolence,
and Christian education and to provide a medium through which the churches may co-
operate in these enterprises.
ARTICLE III
Members
Section No. 1--This association shall be composed of Missionary Baptist Church-
es as defined in article number thirteen of the declaration of faith in J. M. Pendleton’s
church manual.
Section No. 2--The annual or called sessions of this Association shall be held by
messengers elected by the churches composing said Association.
Section No. 3--Each church cooperating in this Association is entitled to three
messengers whose qualifications shall be determined by the church selecting them. They
are to bring letters showing their election by the church, which letters should give a report
of their past year.

Section No. 4--We recommend to all Scriptural New Testament churches, desiring
to cooperate with us for the purpose designated in Article II of these Articles of Agreement,
express their desire to this body.
ARTICLE IV
Doctrinal Statute
This Association shall recognize the freedom of speech as essential to the highest
achievements in its work. It shall stand or fall on its own conformity to truth. It shall exer-
cise no ecclesiastical authority but it shall by every precaution recognize the sovereignty of
every individual church. It shall also encourage on the part of churches and messengers the
greatest possible freedom of expression in discussing matters pertaining to its work, and in
the preeminence of missions and evangelism in the work of the churches.
ARTICLE V
Powers
The powers of this Association shall be limited to the execution according to teach-
ings of the New Testament of the will of the churches composing it;and the Association, in
annual sessions, shall elect such officers as are necessary for its deliberation and work, and
appoint such committees as are needed, and transact other business as may be directed by
the churches.
ARTICLE VI
Officers
Section No. 1--It will be the duty of the messengersannually to elect from among
their members a Moderator, two Assistant Moderators, and such Clerks and other Officers
as may be needed or directed by the churches composing this association.
Section No. 2--In all votes of this Association a majority of votes cast shall decide
questions; except in cases of change or amendment in the Articles of Agreement. In such
cases a two-thirds majority will be required. Such changes must be presented on the first
day of the Association and voted on during any subsequent day.

ARTICLE VII
Missionary Committee
Section No. 1--The Missionary Committee shall be composed of one member
from each cooperating Church, when so elected by the church. Eleven of these shall be
elected by the messenger body as a standing committee. The duty of this committee will
be to carry out the expressed wishes of the cooperating churches through their messengers
to this Association, and the distribution of information concerning the needy fields of labor
and the needs of the missionaries. Five members of this committee will constitute a quorum
when due notice has been given a called meeting by the secretary of the committee to the
churches.
Section No. 2--The Missionary Committee shall meet annually and recommend to
the messengers from among the church endorsed missionaries such number as they deem
wise for cooperative support, and such salaries as are compatible with the strength of the
churches.
Section No. 3--The treasurer of this committee shall hold all funds received be-
tween sessions of this messenger body subject to the will of the sending church or churches;
keep a file of reports of the missionaries, audit their reports, and publish reports of the work
at least quarterly, (monthly if possible) in the state paper.
Section No. 4--The messengers will elect from among the eleven elected mission-
ary committee men, the secretary treasurer of missions.
Section No. 5--The membership of the Missionary Committee shall be fairly dis-
tributed among the various sections of the churches which cooperate with this association.
ARTICLE VIII
Funds
Section No. 1--All funds of this Association shall be raised by voluntary donations
secured purely upon the merits and the cause, in the interest of which appeals are made
for gifts, provided this is not to prevent the use of any income or any property that may be
acquired by donation or purchase.

Section No. 2--The Treasurer of this Association shall hold all funds received between ses-
sions of this Association subject to the designation of the sending church or churches.
ARTICLE IX
Meetings
The annual Meeting place of the church messengers shall be at such time and place as the
assembled messengers may appoint.

Your committee that was selected last year to present a proposed doctrinal state-
ment hereby submits the following report:
In as much as there are many good doctrinal statements already in print, we feel
that the following copied statement will best meet our needs. It is from the A.B.A. minutes
and catalog of the A.B.A. theological schools with just a couple of words changed for
clarity. It follows closely the New Hampshire confession of faith that has been historically
accepted among true Baptists everywhere.

We believe in the verbal inspiration and infallibility of the whole
Bible as originally written, and that the Bible is the all sufficient rule of
faith and practice, II Timothy 3:16,17.
2.
We believe in a personal, triune God, the Father, Son and Holy
Spirit, equal in Divine perfection, Matthew 28:19.
3.
We believe in the Genesis account of creation, Genesis 1.
4.
We believe in the virgin birth of Jesus Christ, Matthew 1:20.
5.
We believe in the Deity of Jesus Christ, John 10:30.

We believe His crucifixion and suffering was substitutionary

We believe that the Lord’s Supper is to be administered within

March 23, 1970, Monday night, 7:30 P. M.
The meeting opened with the congregation singing ‘When We All Get To Heav-
en.” Bro. Royce Smith led ‘Loved Lifted Me.” Bro. L. D. Perdue led in prayer. Bro. K.
G. McKellip asked the messengers and visitors to stand as he declared the 20th session of
the California Cooperative Association in session. Bro. Smith then led the congregation in
singing ‘Send the Light. “ Rick Dacus and Mark Caves sang ‘Grace Abounded More” as a
duet. Jaimie Wilkins then gave a testimony of having just been saved and sang ‘He Touched
Me. “ Kathy McCalister sang ‘Christ Returneth. “ Kathy Ritchie sang ‘Living on a Moun-
tain. “ Bill Woodall sang “One More Valley One More Hill. “ Royce Smith sang ‘Amazing
Grace.” Dr. Hoyt Chastain introduced Dr. J. B. Rowers as the evening speaker. Bro. Powers
read from Matt. 28:18-20; John 17:13-21, and he spoke of ‘Our Business” challenging us to
reexamine the task that is before us to evangelize the world. He brought a message that was
timely and expressed a sincere desire that all would do the Lord’s will. Bro. Bill Hoppert
extended to Bro. Powers a hand of appreciation on behalf of the congregation.
A motion and second was made to take an offering to help defray the building rent
after the morning message. The motion carried.
An announcement was made that Sis. Dud Poynor’s brother had just passed away
in Santa Ana. Bro. D. S. Madden led the congregation in prayer for this bereaved family.
Bro. Dwight Patterson gave the committee appointments.
Nominations for the devotional leader were Bro. M. B. Hubbard, Bro, Rod Shaull,
and Bro. Ron Stone. Bro. Rod Shaull was elected. A motion and second carried to make this
election unanimous.
A motion and second to adjourn until 9:30 in the morning. The motion carried.

March 24, 1970, Tuesday morning, 9:30 A. M.
The service opened with congregational singing led by Bro. Rick Dacus. The
songs were ‘He Lives,”’He Keeps Me Singing.” Bro. Joe Anselmi led in prayer. Special
prayer was offered for Bro. and Sis. Howard Eddings who were hospitalized following a
car accident on their way to their motel following the evening service last night.
Bro. Rod Shaull brought the morning devotion and spoke concerning “Active
Saints.”

A substitute motion and second that the Faith Landmark Freedom Church that is
petitioning fellow ship be requested to seek harmony with the church in Freedom already
representing in this association before presenting a petitionary letter. Spoken to by Bro.
Virgil Robertson, Bro. L. D. Perdue, Bro. Harry Merry, Bro. Larry Reeves, Bro. Haywood
Simpson, Bro. Richard Woodall, Bro, Martin Canavan, Bro, Ernest McCain. The motion
carried.
A motion and second that this messenger body request the messengers of the peti-
tioning church from Fairfield to endeavor to establish fellowship with our member church,
The Landmark Missionary Baptist Church of Vallejo, before presenting messengers for

The congregation was led in singing ‘T Love to Tell The Story” by Bro. Royce
Smith. The congregation then sang ‘T Am Thine Oh Lord. “ Bro. Bill Woodall sang ‘My
Faith in Thee. “ Bro. Rick Dacus sang ‘I Walked Where Jesus Walked. “ Bro. Royce Smith
sang ‘The Night Before Easter.”
Bro. Roy Reed was asked to introduce the morning speaker, Bro. Ed Sharver.
Bro. Sharver read from Rom. 1:14, 17 and he spoke of “A Duty to Perform.” He
gave a great foundation to the message as he presented the life of the Apostle Paul, as the
greatest missionary this side of Jesus Christ. He challenged every member of the congrega-
tion with a soul-stirring message exalting Christ. An invitation was given to the radio audi-
ence and to the audience in the auditorium with the singing of ‘Just As I Am. “ Bro. A. D.
Story extended to Bro. Shaull and Bro. Sharver the hand of appreciation on behalf of the
congregation.
Prayer was offered, before the offering was received, by Bro. Lazier.
A motion and second to adjourn until 1:30. The motion carried. Bro. Tom Counts
led in prayer.

A motion and second to adopt the report. This motion was discussed by Bro. Bill
Crawford and Bro. Roy Reed. The call for an individual vote on each missionary was made.
Bro. Perdue, Bro. Fisher, Bro. Fred Shrum were voted on and each one recommended. A
discussion concerning Bro. Bill Roberts was held and the vote was taken. Bro. Roberts was
recommended. (The vote was 85 to 50.) Bro. James Roberts was then recommended.
The motion made and second to adopt the report as a whole. The motion carried.
A motion and second to retain Bro. D. S. Madden and Bro. June Godbehere as
treasurer and assistant treasurer. The motion carried.
The missionaries were asked to give their reports. Bro. Perdue, Bro. Fisher, Bro.
Gage, Bro. Shrum, Bro. Bill Roberts, Bro. James Roberts spoke.
A recommendation was read for Bro. Riggs from the Mt. Pleasant Church in San
Jose. A motion and second to recommend Bro. Riggs carried.
Bro. D. S. Madden gave the treasurer’s report. A motion and second prevailed to
approve the report.
The missionary committee was read and substitutions called for. A motion and
second prevailed to substitute Bro. L. E. McCalister for Bro. G. A. Williams. The commit-
tee was then approved with this one substitution.
The congregation stood and sang ‘To God Be the Glory.” Bro. E. E. Crawford
introduced a proposed doctrinal statement. The statement was adopted as read.
Nominations for officers were declared the order of business.
Nominations for moderator were K. G. McKellip, Dwight Patterson, D. S. Mad-
den, Tom Counts. Bro. K. G. McKellip was elected.
A motion and second carried to have the second highest serve as assistant except
in the case of moderator.
The nominations for assistant moderators were Tom Counts and Dwight Patterson.
Bro. Counts was elected as first assistant, and Bro. Patterson second assistant.
Nominations for clerk were Martin Canavan, J. C. Pack, Harry Merry, J. W. God-

read Ezek. 22:23-34 and asked ‘What is God Looking For in a Man?” The message caused
every listener to contemplate his relationship to Christ and His cause. Many came in re-
sponse to the invitation for special prayer. Bro. J. W. Godbehere extended to Bro. Counts a
hand of appreciation on behalf of the congregation.

tion and second prevailed to adopt the report. A prayer to thank God for the memory of
these loved ones was worded by Bro. Monroe Patterson.
A motion and second that the Home Mission and Foreign Mission reports be given
next year with our mission committee report. The motion carried.
A motion and second that the clerk be paid $275. The motion carried.
A motion and second that the moderator send out committee report assignments to
churches before the association to be read.
A substitute motion that the moderator make the committee assignments in ad-
vance and have the list ready to be read at the beginning of the 1971 session. The motion
carried.
Nominations for the introductory sermon were Earl Walker, Clifford Pack, John
Stevens, Jack Cazier. The voting resulted in Bro. Clifford Pack being chosen as speaker and
Bro. Earl Walker as alternate.
Nominations for the annual sermon: Dewey Caves, Dwight Patterson, Jim Gage,
Haywood Simpson, D. S. Madden, J. W. Godbehere, and Larry Reeves. The speaker chosen
was Dwight Patterson, and Dewey Caves as alternate.
Nominations for the evangelistic sermon were Larry Clements, A. M. Curtis, Bill
Crawford, Ottis Dees, Jim Wilkins, Roy Reed, and Larry Reeves. Bro. Larry Reeves was
chosen as speaker and Bro. A. M. Curtis as alternate.
A motion and second prevailed to make it unanimous for these speakers.
A motion and second to give our officers a standing vote of thanks for their work.

MISSIONARY COMMITTEE MEETING
March 23, 1970
The Missionary Committee meeting met in Tulare, March 23, 3:00 p. m.
The meeting was called to order by the moderator, Bro. Tom Counts. Bro. Howard
Eddings led in prayer.
The clerk, Bro, Dewey Caves, read the minutes of the previous meeting. Bro.
McCalister made observation of a correction of the social security percentage paid for the
missionaries to be stated in this year’s minutes as social security benefits.
The roll call of the standing missionary committee was called. Those present were:
Brothers Allen Adkins, Dwight Patterson, Dewey Caves, Hoyt Chastain, Thomas Counts,
June Godbehere, D. S. Madden, Bill Woodall, and George Walton. Those absent were G. A.
Williams and Travis Hubbard.

Bro. Ellis Fisher, state missionary, gave a pictorial review of his work in Santa
Cruz. He gave a very favorable report. His report was adopted.
Bro. William Roberts gave his report of the work in Fairfield. Pictures were shown
and Bro. Roberts reported that a building would be built this coming year if possible. His
report was adopted.
A point of order was called for by Bro. Chastain that we do not put missionaries
on trial. Point of order was sustained.
Bro. James Gage gave a pictorial review of the work in Arroyo Grande. A financial
report was given. The church plant will soon be completed. His report was adopted.
Bro. L. D. Perdue gave a pictorial review of the mission in Folsom. His report was
adopted.
Bro. Fred Shrum gave his report of the Redding mission with a financial report. He
stated the work was growing slowly but steadily. His report was adopted.
Bro. Canavan was asked to give a report on the work of Bro. Ron Stone, mission-
ary to Alaska. Bro. Stone is doing deputation work and is going on the field on designated
funds. He has films and desires to present his work to any of our churches.
A motion was made to recommend Brothers Perdue and Fisher for salary. The mo-
tion carried. The vote was taken separately.
A motion was made to recommend Brothers James Gage, Fred Shrum, William
Roberts for designated funds. Bro. James Roberts was also recommended for designated
funds.
A motion was made to recommend the salaried missionaries salary stay the same
as last year with the social security benefits the same as last year. The motion carried.
A motion was made to adjourn. Bro. Bill Hoppert dismissed in prayer.

FOREIGN MISSIONS
We, your committee on foreign missions, submit the following:
The Landmark Missionary Baptist Churches, who are independent churches co-
operating with the American Baptist Association, believe the Bible to teach that the full
authority of foreign mission endeavor belongs to the local New Testament church. It was
Christ who commanded and sanctioned foreign missions when He said, “...Go ye into all
the world, and preach the gospel to every creature.” (Mark 16:15)
The commission commands churches to “go into all the world
Under this com-
mand, churches are compelled to go into every nation, people, and tongue, to tell them the
Good News. As the custodians of this commission, the churches need to see to it that every
nation and individual is given the opportunity to be saved.

The world’s need for the Gospel is truly great. Jesus once stated, ‘The fields are
white unto harvest.” Since the fields are white, there is a tremendous need for laborers. Bro.
W. S. Goulding, foreign missionary to Central America, stated at a recent meeting, ‘The
bottleneck of mission work is the need for laborers.”
One should pray that God will call missionaries to surrender their lives for foreign
fields.

HOME MISSIONS
Home missions are certainly a part of the Great Commission (Matt. 28:18-20).
The state of California is one of the great mission fields. The fields here are truly white unto
harvest. We have in our state many cities without a New Testament church so that they may
hear the truth of God’s Word.
We, your committee, recommend, first that we follow our Savior’s command to
‘Pray for more laborers’. “ Second, that we pledge to our missionaries already on the field
our increased support of them prayerfully and financially. Third, that we promote mission
rallies among our churches so that the needs of our missionaries may ever be before our
people.
We further recommend the California Land for Mission Development to our
churches as a means of supplying our missions with the money they need to buy land and
build buildings.

CHRISTIAN EDUCATION
Christian education is a special kind of education involving the training and edu-
cating of a saved person in spiritual matters. The Lord’s churches are specifically commis-
sioned in this endeavor.
We recommend that each church have a teacher training program. Qualified teach-
ers are needed in all of our churches. God called preachers can become better equipped for
the Lord’s work through special training.
We have two schools for special training in California. One, C. M.B. I. , is in Bell-
flower; the other, M. B. C. , is in Sacramento. These are supported by our churches and we
urge continued prayers and support for them.

CHRISTIAN LITERATURE
We, your committee on Christian literature, submit the following:
Recognizing the Bible, God’s Holy Word, as our rule of faith and practice, and
also our final and sufficient authority in everything, we encourage each child of God to
make reading the Bible an everyday must. Christ is the spoken Word and the Bible is the
written Word. There is a direct relationship in the way and manner we read the written Word
and the way we really love Christ, The Spoken Word. The time we spend reading the Bible
can and will bring about transformed and God-honoring lives.
There are several Missionary Baptist papers published over the nation that can
keep our people informed as to progress in the work. They also reflect Missionary Baptist
beliefs and practices. Two published in the state of California are the “Herald” and “The
Sentinel” We recommend the continued support of these fine papers.
We also recommend and encourage the use of our A.B.A. series of literature and
teaching aids as the best available anywhere.

We further encourage churches to seek out and prom to the reading and study of
Bible material which exalts Jesus Christ.

BUSINESS MEETING OF THE LADIES’ AUXILIARY
3:00 P.M., March 23, 1970
The 1970 session of the State Ladies’ Auxiliary was opened with the singing of
“At Calvary, “ led by Sis. Phyllis Webb and Sis. Joann Waters at the piano. Sis. Betty Shaw
led in the opening prayer.
Sis. Dwight Patterson, president, declared the State Ladies’ Auxiliary of the Coop-
erative Association of Missionary Baptist Churches to be in session. Sis. Pat Counts led in
prayer.
The welcome address was given by Sis. Gail Scott from Visalia. The response was
given by Sis. Ann Walton of Modesto.
The election of officers was declared as the first order of business.
The nominations for President were: Sis. Irese McKellip, Sis. Pat Counts, Sis.
Betty Shaw, and Sis. Lavera Wilkins. Sis. Pat Counts was elected as President with Sis.
Betty Shaw as First Vice- President and Sis. Irese McKellip as Second Vice- President.

The nominations for Secretary-Treasurer were: Sis. Lois Stevens and Sis. Mary Mc-
Calister, Sis. Mary McCalister was elected Secretary-Treasurer with Sis. Lois Stevens as
assistant.
Parliamentarian nominations were: Sis. Ann Walton and Sis. Maurine Perdue. Sis.
Ann Walton was elected with Sis. Maurine Perdue as her assistant.
Only one goal was suggested for the coming year: the support of California Mis-
sionary Baptist Institute and Missionary Baptist College. This suggested goal was accepted
by the assembly as our goal for the coming year.
The District Auxiliary reports were called for and given as follows:

Sacramento Valley - given by Sis. Pat Counts

Paradise Valley - given by Sis. LaDean Paslay

Central Valley - given by Sis. Gail Scott

Tri-Valley Association - a new district auxiliary, gave an oral report.
Motion and second for the State Auxiliary to send a sympathy telegram to Sis.
Wilson Garner, National Ladies’ Auxiliary President, in the loss of her husband. Carried.
Sis. Audene Hooper introduced the program entitled “Cross Bearing. “
Sis. Phyllis Webb led the assembly in singing ‘Must Jesus Bear the Cross Alone?”
Sis. Audene Hooper led in prayer.
Sis. Peggy Hosman and the ladies of the Oildale Missionary Baptist Church pre-
sented the program.
A special in song entitled “Follow Me” was rendered by Sis. Elwanda Beavers of
Corcoran. Sis. Debbie Thornton, Tulare, presented a special in song, ‘I’ll Tell The World
That I’m A Christian. “ The congregation was then led by Sis. Webb in singing ‘Kneel at
the Cross.”
Sis. Pat Smith gave the Secretary-Treasurer’s report. Motion and second to accept
the report as read. Carried.
Motion and second to reimburse the First Vice- President each year for the mailing
expense of the program, starting this year. Carried.
Motion passed to pay the charges for the telegram sent to Sis. Wilson Garner from
the treasury.
Sis. Patterson introduced Sis. Counts as our new President. Sis. Counts dismissed
in prayer.
There were a total of 58 auxiliaries represented and a total of $332.00 sent to the
State Meeting.

The following resolution was presented to the messenger body on March 24, 1970,
and was approved by a majority vote of the body:
Whereas the Ladies’ Auxiliary of the State Association has surplus funds in its
treasury;
And whereas the auditorium expense is greater this year than it has been;
And whereas, even though the annual State Ladies’ Auxiliary session has already
adjourned, since the Ladies’ Auxiliary is a subsidiary of the State Association,
Be it resolved, therefore, that we, the officers of the State Ladies’ Auxiliary hereby
request authority from the messengers of the State Association to appropriate $50, 00 from
the Ladies’ Auxiliary treasury to apply on the rent for the auditorium.

STATEMENT OF PRINCIPLES
STATE AUXILIARY
ARTICLE I Name
The name of this organization shall be ‘Women’s Auxiliary of the Cooperative
Association of Missionary Baptist Churches of California”.
ARTICLE II Purpose
The purpose of this State Auxiliary shall be to encourage the women of the lo-
cal churches to be active in all phases of the work in which they have the Spiritual right
of participate, and to encourage the establishment of auxiliaries in all Missionary Baptist
Churches where none exist.
ARTICLE III Definition
This Auxiliary shall be composed of messengers of the local Auxiliaries of the
Cooperative Association of Missionary Baptist Churches of California.
ARTICLE IV Membership
Each Church shall be entitled to three messengers who have been chosen by her
Auxiliary and approved to the Church.
ARTICLE V Time and Place
The State Auxiliary will meet annually at the same time that the Missionary Com-
mittee meets.
ARTICLE VI Officers
The officers of the State Auxiliary shall be (1) President; (2) Vice President; (3)
Secretary-Treasurer; (4) Assistant Secretary-Treasurer; (5) Parliamentarian.

ARTICLE VII Election and Term of Office
All officers shall be elected by nomination and majority vote of the Messenger
Body. No officer shall succeed herself more than once consecutively in any office. The
newly elected officers shall assume their duties at the end of the session in which they are
elected.
ARTICLE VIII Contributions
All contributions shall be raised by voluntary offerings and shall be given to the
Secretary-Treasurer for proper disbursement.
ARTICLE IX Committees
Section 1. Committees shall be appointed by the President except when the Presi-
dent requests that they be elected.
Section 2. It shall be the duty of the officers to prepare the program for the follow-
ing year and to notify each district.
ARTICLE X Ammendments
These articles may be changed by vote of two thirds majority of the messengers.
