M. B. Hubbard was born July 21, 1882 in Ben Lomand, Arkansas. He went to be

Brother Hubbard pas to red thirty-eight churches during his sixty-seven years in
the ministry. His pastorates were in Oklahoma, Arkansas, Missouri, Texas, Colorado, and
California. His last pastorate was the Hagginwood Church in Sacramento, in 1958. He
taught a regular B. T. C. class in the Landmark Church in Sacramento until about one year
before his death. He has two children who are very active in our California work. Dr. Travis
Hubbard, head of the Language Department at C. M. B. I. (also pastor of theist Landmark
Missionary Baptist Church in Lancaster) and Agnes Portell, faithful member of the Land-
mark Church in Sacramento. Brother Hubbard was a great Preacher, Teacher, Baptist, and
Man. He was always happy and a blessing to be around. He was a teacher of the Mature and
an inspiration to the young and will be missed by all. To this happy Man who brightened the
lives of the people in the California Co-operative Associational work we dedicate this 1971

formity to truth. It shall exercise no ecclesiastical authority but it shall by ev-
ery precaution recognize the sovereignty of every individual church. It shall
also encourage on the part of churches and messengers the greatest possible
freedom of expression in discussing matters pertaining to its work, and in the
preeminence of missions and evangelism in the work of the churches.

cording to teachings of the New Testament of the will of the churches com-

posing this association.
Section No. 2--In all votes of this Association a majority of votes
cast shall decide questions; except in cases of change or amendment in the
Articles of Agreement. In such cases a two-thirds majority will be required.
Such changes must be presented on the first day of the Association and voted

Section No. 1--The Missionary Committee shall be composed of
one member from each cooperating Church, when so elected by the church.
Eleven of these shall be elected by the messenger body as a standing com-

DOCTRINAL STATEMENT
1. We believe in the verbal inspiration and infallibility of the whole Bible
as originally written, and that the Bible is the all sufficient rule of faith and
practice, II Timothy 3:16,17.
2. We believe in a personal, triune God, the Father, Son and Holy Spirit, equal
in Divine perfection, Matthew 28:19.
3. We believe in the Genesis account of creation, Genesis 1.
4. We believe in the virgin birth of Jesus Christ, Matthew 1:20.
5. We believe in the Deity of Jesus Christ, John 10:30.
6. We believe His crucifixion and suffering was substitutionary and vicari-
ous, I1 Corinthians 5:21.
7. We believe in the bodily resurrection and ascension of Christ and the
bodily resurrection of His saints, I Corinthians 15.
8. We believe in the premillenial second coming of Christ, personal and bodi-
ly, as the crowning event of the Gentile age, Acts 1:11.
9. We believe the Bible doctrine of eternal punishment of the finally impeni-
tent, Matthew 25:46.
10. We believe the church of Jesus Christ is a congregation of scripturally
baptized believers that each church is independent, and that no other ecclesi-
astical body may exercise authority over it. We believe that the Great Com-
mission was given to the churches only.
11. We believe that all co-operating bodies are and properly should be the
servants of the churches.
12. We believe that the Scriptures teach that there has been a succession of
true churches adhering to the doctrines and practices of the New Testament
from the time of Christ to this day, and that the churches of this Association
are so identified.
13. We believe that baptism, to be valid, must be administered by a scriptural
Baptist Church.
14. We believe that the Lord’s Supper is to be administered within the mem-
bership of the local New Testament Church as a memorial of the Lord’s death,
until He comes again, I Corinthians 11:26.

And, Whereas, the church has graciously made available her beauti-

RESOLUTION
Whereas, a song service should provide the means of unifying a
group by providing a common channel for individuals to join together in
worship, prayer, and praise;
Whereas, a song service should teach and reinforce spiritual truths;
Whereas, a song service should create the proper mood for the wor-
ship service;
Whereas, worship is an experience characterized by an awareness
of God, a recognition of His holiness and majesty and a response in loving
obedience to His leadership.
Therefore be it resolved, that the churches of this association evalu-
ate the music program in their church to be sure it provides a meaningful part
of the worship service.
Be it further resolved, That the churches encourage their music di-
rectors to further their musical education so that they might improve this
important part of the worship of God.

NOTES:
1. The difference between the a mount paid to Bro. Perdue and Bro. Fisher is
due to the amount collected on the field during the year.
2. There were 38 churches who sent money for State Missions in April, 1970.
There were 52 churches and 3 Ladies’ Auxiliaries who sent money in Febru-
ary, 1971. February was the largest month of the associational year, with over
$1,800.00.
3. Should the churches desire monthly reports mailed out, along with their
receipts, it would involve about $8.00 per month.
4. The four quarterly mailings, addressing material and printing of the reports
amounted to $37.72 for the year.
42
5. The first nine months of the associational year, the last nine months of
1970, were real slow months. The first three months of 1971 have been fine
months for State Missions. For the most part of last year. the salaried mis-
sionaries were as much as two weeks late getting paid. For this two weeks to
be caught up, one half of a month’s mission offerings, or more, had to be sent
in. The job was done and the churches brought the offerings on up until we
have well over $600.00 on hand.
6. After the last deposit was made for the year, another $157. 24 has been
received.
Respectfully submitted
D. S. Madden, Treasurer
FOREIGN MISSIONS
We, your committee on foreign missions, submit the following:
The Missionary Baptist churches cooperative with the A.B.A. be-
lieve the full authority of the commission as stated in Matthew 28:19, 20 rests
on the local church. “Go ye therefore, and teach all nations, baptizing them in
the name of the Father and of the Son, and of the Holy Ghost: Teaching them
to observe all things whatsoever I have commanded you, and lo, I am with
you alway, even unto the end of the world.”
We are not only to teach or make disciples of all nations but to mark
them by baptism.
The Lord is opening doors for Missionary Baptists as never before,
Brother Stone is in Alaska; Brother Morley is in the Solomon Islands; Broth-
er Gage is going to Colombia, South America; Brother Goulding and Brother
Artavia and others are in Costa Rica, all from the state of California.
The churches of the State Cooperative Association have the greatest
opportunity they have ever had, to have a part in the spread of the Gospel.
The responsibility lies upon each church to carry out this great commission
and the Lord holds each one responsible.
Let us strive harder to send men where the Lord opens the door.
Respectfully submitted

HOME MISSIONS
We, your committee on home missions, submit the following:
We believe the coming of the Lord is fast approaching. As we look
on the fields, we see thousands of souls dying daily. We believe a greater
effort is necessary to win souls and teach the truth of God’s Word.
The great commission (Matthew 28:18-20) of our Lord provides
the churches with power and authority to reach the lost in our communities
in this most populace state in the union. Many towns, cities, and metropoli-
tian areas do not have New Testament churches to hear the truths of God’s
Word.
We, your committee, recommend that every pastor and church fer-
vently follow the concepts of the commission: (1) “as ye go” make learners
of Jesus, (2) baptize them, (3) teach them “to observe” all things, whatso-
ever I have commanded. (Matthew 28:19, 20)
We recommend more personal witnessing, prayer for more labor-
ers, greater support for the missionaries already on the fields and promote
more mission rallies among our churches.
We further recommend the “Land for Mission Development” to
our churches as one means of obtaining land and buildings in mission areas
throughout the state.
Prayerfully submitted
E. A. Sharver
Jack Wilkins
Howard Eddings
CHRISTIAN EDUCATION
“Go ye, therefore, and teach all nations, baptizing them in the
name of the Father, and of the Son, and of the Holy Spirit, TEACHING
them to observe all things whatsoever I have commanded you” was the
direct commandment of the Lord to His church. Failure to obey all three
phases of God’s Commission results in immature children, lost lives, and
weakened churches. For this reason we recommend that all our sister
churches prayerfully evaluate the effectiveness of their teaching ministry.
Then, to begin strengthening all needed areas. We further recommend that
all new converts be immediately given basic Bible doctrines and spiritual
concepts in classes especially designed for them. In other areas we recom-
mend that our sister churches emphasize the importance of Sunday School
and Baptist Training Course teaching and that we strive to better qualify
teachers through teacher training programs.
44
We recommend also that all of the churches in our affiliated work
vigorously support with prayer and finance our church sponsored Missionary
Baptist schools.

CHRISTIAN LITERATURE
We believe the Bible to be God’s Holy and Divinely Inspired Word.
It is our sufficient and final authority in all matters. We believe it should be
stored in the heart (Psalm 119:11) to make one strong in the Lord to be able
to fight sin. We further believe the Word lights our path to a more dedicated
and consecrated life (Psalm 119:105). The time we spend reading the Bible
can and will bring about transformed and God-honoring lives.
There are several Missionary Baptist papers published over the
nation available to our people. They reflect Missionary Baptist beliefs and
practices. We recommend the continued support of these fine papers.
We also recommend and encourage the use of our American Baptist
Association series of literature and teaching aids as the best available any-
where. We encourage that these be used as a guide to Bible study.

MEMORIAL COMMITTEE
So often in this life we are faced with the heartache and sorrow of
losing a loved one. But we can find comfort in the promise of God’s Word.
Knowing those loved ones have gone on to be with the Lord. That the trials
