Address

“THE WORK OF THE LORD”
To the messengers, officers, and visitors of the California Coopera-
tive Association of Missionary Baptist Churches: Greetings in the Precious
name of Jesus Christ.
Once again this past year, you, the messengers of the churches, honored
me by electing me as your moderator for a second year. Truly this position
is one of honor. I trust that you have not or will not be, too greatly disap-
pointed with the manner in which the work and meeting have been, and are
being directed.
These past two years have been years of blessings, honor, work, and de-
velopment in my personal life; I have learned to have more respect and
admiration for those who serve in places of leadership in the associated
work. Truly the position of Moderator is one of service, and no service can
be rendered without work. So. thank you for permitting me to serve in this
honored place of service.
I would like to express my appreciation to the elected and nonelected
servants of this messenger body for your work, cooperation, and encour-
agement and directions. Without your cooperation the progress would have
been much slower.
In the past year many changes have taken place in home, nations, re-
ligious circles, and even among the churches of the Lord. Some of these
changes have been constructive while others have been destructive. Some
homes have been hindered and practically destroyed by the workings of Sa-
tan, but the home as an institution still stands by the power of God. Nations
have continued to rise against nation in war, but God had not lost control.
Religion has continued to go farther and farther away from God, but God
knows what is happening and continues to be in full control. Protestantism
continues to be involved in pretense Christianity; the universalists are con-
tinuing to peddle their ungodly doctrines; the New-Lighters are continuing
to disrupt the fellowship of New Testament churches; the five-point Calvin-
ists

continue to be a thorn in the side of genuine churches; Hardshellism, either
in doctrine or practice, continues to hinder the work of the Lord, but let us
ever remember that, “God is not the author of confusion”. Let us also be-
ware that “a little leaven leaveneth the whole lump”.
I have chosen I Corinthians 16:9 as a Scripture text for this occasion,
“For a great door and effectual is opened unto me, and there are many adver-
saries”. From this scripture I have chosen the subject; the Work of the Lord.
As a theme for the brief
development of the subject I have chosen the words, Great Door, Effectual,
and Adversaries.
I Corinthians 16:1-8 gives the context of the writing. In these scriptures,
among the many things mentioned, Paul gives the reason for his remaining
at Ephesus until Pentecost. The primary reason was that a great door had
been opened unto him. Paul did step through that door as he followed the
leadership of the Spirit. As God opens doors for His churches and individual
members of those churches, may we by the Grace of God, and the leadership
of the Spirit step through those doors by faith.
First we will consider doors of Service.
There is a God-given opportunity for each of us to be steadfast, unmove-
able, but always abounding in the work of the Lord in His New Testament
Church as we see the day nearing His return (I Cor. 15:58). Opportunities
for personal soul winning have never been greater in the local church (Mark
16:15, Acts 1:8). Opportunitiesto identify with one particular calling in the
Lord’s Church has never been greater (I Peter 4:10-11). The challenge to
develop those added to the church by the Lord is as great now as ever before
(Matthew 28:20). The need to perfect people for glorification with Christ is
one of the greatest challenges we face, as churches of the Lord (Colossians
3:1-4, II Thessalonians 1:10).
Yes, great are the doors for service. There are great opportunities for
mission work. The most precious thing to the heart of God is mission work,
as recorded in Matthew 9:35-38. The more involved in missions, the more
the churches open up so as to permit God to supply their needs (Matthew
6:33; Luke 6:38, Philippians 4:19). Let us look on the fields that are white
unto harvest, let us look to rural and metropolitan areas. Let us pray to the
Lord of the harvest that He will thrust out more laborers into His vineyard.
In San Francisco there are 754,000 people, with no work which we acknowl-
edge; in Oakland, 384,000, one mission doing a tremendous job. Yes, truly
many are the opportunities for mission work: Will we meet the challenge or
will we try to evade the issue?
There are great doors opened in Christian Schools; no longer is evolution
taught as a theory, but as a fact, no longer is prayer

permitted in our secular schools. No longer is the Bible as the inspired Word
of God permitted in the secular schools. Yes, Christian schools are needed. I
would like to publicly commend the churches which have Christian schools.
God bless you Brother for your concern.
There are great doors opened in seminary training. Seminaries are not an
incubatorto hatch preachers, but they are institutions to help the preacher
to sharpen his tools fora more effective ministry. If I had only four years to
pastor, knowing what I know presently, I would spend two years in seminary
training. We are facing an educated world. Let us prepare pastors to face the
educated world.
Some are pastoring school teachers, lawyers, doctors, and business men;
God help us to prepare our pastors for the work set before them. God bless
you men who work so faithfully in our seminaries.
There are great doors opened through C.M.D. Property has become so
overpriced that it is seemingly impossible for one church, or mission, to
purchase property. We have a God-honoring work set up by the First Mis-
sionary Baptist Church of Antioch, for the purpose of helping in this area of
purchasing property. Pastor, lead the church where you are pastor to place
C.M.D. in your mission budget, it is a worthy project.
These named opportunities are only a few of the many doors open to us.
God help us to step through these and others. Second, we will consider the
word “effectual”.
Seemingly the word “effectual” would carrywith it the meaning of the abil-
ity to perform. Christ has never asked one of His churches to do anything
without the guarantee of the ability to perform; God has never asked one of
His people to do any particular work without the guarantee of the ability to
perform. The churches have the ability to carry out the world-wide commis-
sion as given by Jesus Christ and recorded by Matthew (28’.18-20), Mark
(16’.15-16), Luke (24:46-48), John (20:21), and Paul (Col. 1:27-29). The
Lord gives to every member of His church a work to do, and He guarantees
the power to perform (Romans 12:1-3; Ephesians 4:7, I Peter 4:10-11).
If each individual member of a NewTestament Church will know and iden-
tify with his God-given ability, then the power to perform will be evident.
Usually when one is identified in his right place and position, he will be
provided a work to do; be happy in that work, be blessed in that work, and a
blessing to other. So, let us not feel sorry for ourselves because we thinkwe
do not have the ability to perform, but let us claim the promise of being able
to perform in the calling of the Lord in New Testament Church capacity.

Third, as we seek to walk through the doors, claim the power to perform,
let us realize that many will be the adversaries. Note briefly some of the
adversaires we face.
The number one adversary. Satan, is walking about seeking someone
to devour (I Peter 5:8-10). There is the cruel adversary of self (I Cor. 9:27).
There is the adversary of peer-pressure. Motivated by what others think.
God help us to be motivated by what You think. The adversary of television,
some people of God know more about the heroes of television than they
know about God’s Heroes of faith. The adversary of pleasure. We live in a
pleasure mad society as evidenced by football, basketball, and baseball. God
help us to have pleasure but keep our priorities right. The adversary of mon-
ey. Too many of God’s people are not learning a lesson from the rich young
ruler as recorded in Luke 12:15-21. The adversary of unchristian-like con-
duct. Church discipline is a God-honoring action. No discipline, no respect,
nation, home, church. The adversary of undeveloped lives. Seemingly, our
problem is not of reaching people, but the keeping of those reached. Devel-
oping lives in particular is an adversary which needs to be overcome. There
are many, many more adversaries we face, but possibly these are sufficient
to provoke thought.
So let us, by the grace of God, and by the leadership of the Spirit of God,
walk through the doors opened by the Lord, Claim God’s power to perform,
and face with boldness, the adversaries and be victorious for the Lord.
Victory is ours in Jesus Christ.
Unity can prevail in Jesus Christ.
Great accomplishments can be enjoyed.
Let us place our hand to the plow and not look back.
Let us come to the end of the way in which Paul faced it:
For lam now ready to be offered, as the time of my departure is at hand
/ have fought a good fight, / have finished my course, / have kept the faith.
Henceforth there is laid up for me a crown of righteousness, which the Lord,
the righteous judge, shall give me at that day; and not to me only, but unto
al/them also that love His appearing.

BUSINESS PROCEEDINGS
Monday Evening - April 13, 1981
The thirty-first messenger meeting began in the Visalia Convention
Center at 7:30 p.m. with the congregation singing “To God be the Glory”.
Dro. David Butimore led as Jerry Hamblen accompanied at the piano. Bro.
Harley Baker was called upon to lead in prayer. The assembly then sang
“Victory in Jesus”.
Moderator J. C. Pack asked Bra. Vernie Fletcher to lead in prayer. After
prayer, as the congregation stood, Bro. Pack declared the thirty-first session
of the Cooperative Association of Missionary Baptist Churches of Califor-
nia in session and ready to conduct business. Bro. Albert Garner, visiting
from Florida, was welcomed and introduced to bring an update on the Bible
Commentary he is writing. Sis. Mae Mooring, representing the Tri-Valley
District Ladies Auxiliary, presented every pastor’s wife with a beautiful cor-
sage, as she read a poem about pastor’s wives. Following this presentation
the congregation was led in singing “Saved Saved”, and “When the Roll is
Called up Yonder”.
Bro. Pack recognized Bro. Arthur Richardson to announce the commit-
tee appointments. The Enrollment and Finance committee was comprised of
Brethren Ellis Fisher, John Stevens, and Gerald Hosman. Those comprising
the Resolutions Committee were Brethren Bill Fritz, James Roberts, and
Otis Dees. The tellers appointed were Brethren L. C. Barnard, David House-
wright, and Gary Max.
The music program began with Bro. C. E. Allen singing “Fill My Cup
Lord”. A choir composed of young people attending the State Youth Meet-
ing sang “Jesus, He is the Son of God”, and “Jesus is Coming Soon”. The
choir was directed by Bro. Mike Ireland. A men’s trio (Joel & John Swof-
ford, and Charles Jeffus) sang “Rock of Ages”. A ladies trio (Rita Christian,
Debbie Patterson, and Virginia Bynum) sang “Love Found a Pardon for
Me”. Sis. Leslie Williams sang “Never Again”. The Jay Izzard Quartet sang
“I’m Feeling Fine”, and “The Cross was His Own”. Sis. Clarita Carney sang
“More of You”. A quartet sang “Amazing Grace” in Spanish. The Tri-Valley
Quartet sang “Sail Away Home”.
Bro. Joe LaPointe introduced Bro. Telly Robbins, pastor in Sunnyvale,
for the evening message. Bro. Robbins took four texts for his message: Phi-
lippians 1:27; I Timothy 6:12, Titus 1:13-14; and Jude 3. His subject was
“Narrow Minded Baptists”. Bro. Robbins challenged the assembly concern-
ing scriptural baptism, authority, the local church, and salvation, Bro. L. E.
McCalister

gave Bro. Robbins a hand of appreciation for the timely sermon. Bro. Pack
asked if there was any necessary business to be conducted.
Bro. Larry Clements read a proposed revision of doctrinal statement
number 6. (See resolution number 1). A motion and second carried to table
the proposed revision.
Bro. L. E. McCalister read a resolution from the Simi Valley Church
against seating the messengers from the Newbury Park Church. A motion
and second to postpone the resolution until the messengers are seated. (See
resolution number2).
Bro. McCalister presented a resolution concerning the called session of
the association which would become Article IX Section 2. A motion and
second carried to table the resolution. (See’ resolution number 3).
Bro. Arthur Richardson presented a proposed amendment to,the dotrinal
statement regarding “Salvation”. A motion carried to table this amendment,
after a second was heard. (See resolution. number 4).
Bro. Richardson moved to amend Article III Seciton 4 of the Articles of
Agreement regarding a provision to refuse the seating of messengers. A mo-
tion and second carried to table thi amendment. (See resolution number 5).
A motion was made and seconded to adjourn until 9:30 a.m. o Tuesday.
The motion carried, and after announcements, Bro. Jerry Hamblen dis-
missed the assembly in prayer.
Tuesday Morning - April 14, 1981
At 9:30 a.m. Bro. Bill Cooper led the congregation in singing “Blessed
Assurance”. The congregation stood as Bro. Howard Vogan led in prayer.
The assembly sang “At the Cross” after which Bro. Pack called on Bro. Pat
Christian to lead in prayer.
Bro. James Cresanta brought the morning devotion based on Proverbs
10:22.
Bro. Bill Hoppert extended a warm welcome to the messengers on behalf
of th First Missionary Baptist Church of Visalia. Bro. Lonnie Wiggins re-
sponded to the welcome on behalf of the messengers of the churches.
Assistant Moderator L. E. McCalister introduced the moderator, James
C. Pack, for the Moderator’s Address. Bro. Pack brought a’ message based
on I Corinthians 16:9 on “The Work of the Lord”. Bro. McCalister chaired
the meeting as a motion was made, sconded, and carried, to include the
Moderator’s Address in the minutes.
The order of business was the seating of the messengers.

Before seating the messengers, the moderator ruled that it would be proper
to deal with the resolution from Simi Valley regarding their action against
seating the messengers from the Landmark Missionary Baptist Church of
Newbury Park. Bro. McCalister read the resolution drafted by the Simi Val-
ley Missionary Baptist Church, and moved it’s adoption. After a second it
was discussed by Brethren Jerry Waymire, McCalister, George Walton, Den-
nis Oliver, Kevin Rachel, Walter Chambers, Burel Burnes, and O. E. Hall.
Bro. Jack Cazier, pastor of Newbury Park, was asked to answer the ac-
cusations given in the resolution regarding the belief and practice of the
Newbury Park Church.
Bro. Pat Christian rose to a point of order. The point was that the State As-
sociation had no provision to unseat, or refuse seats to messengers. A motion
and second was recognized that a decision on the resolution be postponed
until the deliberation on changing the Articles of Agreement. Speaking to
the motion were brethren Middleton, Robert Williams, and Dwight Patter-
son. Bro. Pack ruled the messenger body could make a decision on the origi-
nal resolution; thereby ruling Bro. Christian’s substitute motion out of order.
Discussion continued on the original resolution to refuse seats to the
messengers from Newbury Park. Brethren discussing the resolution were
Dwight Patterson, Lonnie Wiggins, and David Berken.
Bro. C. C. Middleton moved the previous question, thereby intending to
close the debate. After a second the vote was taken and lost by a count of 65
in favor, and 110 against.
The order of business was the original resolution. Those discussing the
resolution were Brethren McCalister, Joel Swofford, Dave Lopiccolo,
Charles Jeff us, Roy Reed, Jack Cazier, C. C. Middleton and Gary Max.
Bro. I. K. Cross moved that the assembly keep the scheduled preaching
hour, which was then at hand. After a second, the motion lost by a vote of 83
in favor and 100 against, so discussion of the resolution resumed, carried on
by Brethren Kevin Rachel, Mark Reeves, Deiter Bergstrasser, and Earnest
Crawford.
When Bro. Franklin Jacks asked to speak, Bro. John McClung rose to a
point of order because Bro. Jacks was excluded from the Living Word Mis-
sionary Baptist Church.
Bro. Roy M. Reed moved that the discussion and vote be postponed until
2 p.m. so that the missionary sermon could be delivered. The vote was taken
and there were 90 in favor and 80 against the motion. The motion lost be-
cause it lacked the

necessary 2/3 majority. Discussion resumed on the original resolution.
When Bro. Franklin Jacks again asked to be recognized to speak, as a
messenger from the Norwalk church, Bro. John McClung revealed that
Bro. Jacks had been excluded from the Living Word church for heresy and
spreading discord, and that his ordination had been rescinded. Moderator
Pack ruled that Bro. Jacks could not address the assembly because of the
action by Living Word Church. Bro. Robert Williams moved that Bro. Jacks
not be allowed to address the assembly because of his exclusion. After a
second it was discussed by Brethren Kevin Rachel, and John McClung. The
vote was taken, and carried to silence Bro. Jacks with approximately ten
voting against it.
Bro. Arthur Richardson called for the question. After a second, the mes-
sengers voted unanimously to discontinue further debate and vote on the
original resolution.
The order of business was the original resolution not to seat the messen-
gers from the Landmark Missionary Baptist Church of Newbury Park, nor
to list them with ourchurches. The messengers voted to adopt the resolution
with about eleven voting against it.
Bro. Bill Cooper led the congregation in singing “Send the Light.” After
this Bro. Leslie Smith sang “Peace in the Valley.”
Bro. Larry Reeves introduced Bro. H. L. Spence for the Missionary Ser-
mon. Bro. Spence took his text from Matthew 28’.19-20, and spoke regard-
ing “Principles of Scriptural Mission Work.” Bro. Spence gave some wise
counsel regarding mission work from the Word, and his experience. Bro.
Roy Reed gave a hand of appreciation to Bro. Spence for the fine sermon.
Bro. Raymond Bynum moved to adjourn until 2 p.m. A second was heard
and the motion carried. Bro. Dwight Patterson led inthe dismissal prayer.
Tuesday Afternoon — April 14, 1981
At 2:00 p.m. Bro. Bill Cooper led the assembly in singing “He Keeps
Me Singing.” Bro. Otis Dees led in prayer.
The order of business was the seating of messengers. Bro. James Nye
presented three statements that some members of the Norwalk Missionary
Baptist Church had made at a meeting! attended by Brethren Nye, Larry
Reeves, and K. D. Ward, ini December 1980. The three statements were: 1)
They do notj believe a person is saved from their sin until baptism; 2) They
doi not believe that a person has eternal life until the resurrection, nor’ did
Christ have eternal life until He came forth from the grave; 3 They believe
that a person does not receive the Holy Spirit until he

becomes a member of the body of Christ, the local church. Bro. Nye moved that
the messengers of the Norwalk Missionary Baptist Church not be seated, nor
their letter retained because of these beliefs. Speaking to the motion were breth-
ren Chambers and Gary Max. The vote was taken and carried unanimously.
The Moderator, Bro. Pack, declared the messengers seated. Bro. Lonnie Wig-
gins moved that the clerks make 200 copies of the resolution from Simi Valley
and bring them for distribution to the messengers. The motion carried following
a second.
Bro. J. W. Godbehere read the petitionary letters from the churches in Ord
Bend and Waterford. The messengers of these two churches were called for-
ward, as Bro. Pat Christian extended a welcome on behalf of the messenger
assembly.
Bro. L. E. McCalister was recognized to moderate the presentation of the
Missionary Committee report. The clerk of this committee, Raymond Bynum,
read the minutes of the Missionary Committee. A motion and second to adopt
the report was made.
Bro. McCalister invited these brethren to give their reports: James Ligon
(Waterford), O. E. Hall (Madera), Leslie Smith (Oakland), Joe Hernandez (Ba-
kersfield), Tom Porter (Gilroy), Larry Clements for George Torrentes (Sun Val-
ley), Ellis Fisher (Merced), and H. L. Spence (Clovis).
A vote was taken on the Missionary Committee Report, and it was adopted
unanimously.
Other missionaries who spoke briefly were: John Kersey (Fremont), Gregory
Andino (Lost Hills), James Cain (Los Molinos), Dennis Wharton (Madera),

Bend) and Paul Hurth (New Zealand).
Bro. L. E. McCalister read the resolution from the First Landmark Mission-
ary Baptist Church of South Gate endorsing Paul T. Hurth to the American Bap-
tist Association as a foreign missionary to New Zealand. A motion and second
carried unanimously to adopt the resolution. (See Resolution #6).
Bro. Leon Hawkins gave a report of his work in Mexico.
Bro. Roger Bowline gave the Mission Treasurer’s report. It was adopted.
The order of business was the election of the Missionary Committee. A mo-
tion and second carried that the members stand as nominees with the right of
substitution. Nominees for the position of D. S. Madden were Brethren Larry
Reeves and D. W. Bergstrasser. Bro. Reeves was elected. Bro. Bill Fritz placed
Keith. Newton’s name in place of his own name. Bro. Newton was

elected. There were no other substitutions.
Bro. Roger Bowline was the only nominee for Mission Treasurer, and was
elected by acclamation. Nominees for assistant treasurer were Larry Reeves
and Telly Robbins. Bro. Reeves was elected as assistant.
Bro. Dwight Patterson moved that Bro. Bowline be paid $550 in view of
his having to work in Bro. Madden’s place for half of last year. This motion
carried after a second.
Bro. Arthur Richardson moderated the giving of committee reports. Bro.
Ellis Fisher gave the Enrollment and Finance Committee report. It was ad-
opted. Sis. Charlene Max gave the report of the State Ladies Auxiliary meet-
ing. A motion and second to adopt the report carried. Bro. Bill Hoppert gave
the Publicity report which was adopted. The History and Archives Report
was given by Bro. Les Scott, and was adopted. Bro. C. C. Middleton Was
elected to fill the vacancy left by Bro. Allen Adkins on this committee.
Bro. Bynum read the New Missionary Committee report. A motion and
second carried to adopt this report. Bro. Dwight Patterson gave the Califor-
nia Mission Development Report. It was approved. Bro. George Townsend
Jr. gave the Home Mission Report. Speaking to this report were Brethren
McClung, McCalister, Clements, and Oliver. The report was then adopted.
Bro. L. E. McCalister moved to adjourn the business portion of the meet-
ing until 9:30 a.m. on Wednesday. The motion carried. Several announce-
ments were made, and the assembly was dismissed in prayer by Bro. James
Cain.
Tuesday Evening — April 14, 1981
Bro. Dave Butimore led the congregation in singing “Glory to His Name”
at 7 p.m. Bro. Pack called on Bro. Gerald Loyd to lead in prayer.
The special program of music began with Lisa Daist singing “More of
You.” “Leaving on My Mind” was sung by Mark Reeves. A trio of Sis.
Rita Christian, Pat Clements, and Bro. Leslie Smith sang “They that Sow in
Tears.” “When My Savior Reached Down for Me” was sung by Gary Burk.
The Madera Choir, directed by Dennis Wharton, sang “Turn Your Eyes on
Jesus.” Bro. Stan Hester sang “He’s Alive” accompanied by piano and gui-
tar. Dottie Youngquist sang “Somewhere Beyond Vision.” The Baker Trio
brought a musical special entitled “Pearly White City” on the flute, clarinet,
and piano. Rick Winaford sang “He’s Alive.” The Shiloh Quartet sang two
songs; “The Giver of Life,” and “Voyage.” Bro. John Swofford then sang
“The Love of God.” “Nearer to Thee”

was sung by the Porterville Quartet. Sis. Jane Rainwater sang “Until Then.”
Bro. Joe Hernandez sang “Jesus is My Pastor” in Spanish. Psalm 150 was
sung by the Clements Kids. A group of men from Fresno Missionary Baptist
Institute sang “Blessed Assurance.” The Armona Ladies Trio sang “City of
Gold,”followed by the Armona Church Choir singing “Rock of Ages,” and
“Amazing Grace.”
Bro. Dave Butimore led the congregation in two verses of “Amazing
Grace.”
Bro. L. E. McCalister introduced the evening speaker, Bro. George Wal-
ton. Bro. Walton preached from Numbers 10:29 on the subject, “Come with
Us and We Will Do Thee Good.” The stirring message was well received by
the assembly. An invitation song, “Just As I Am,” was sung as Bro. Walton
invited the lost to be saved. Bro. James Cain gave Bro. Walton a hand of ap-
preciation for the timely message.
Brother Otis Dees moved to adjourn until 9:30 a.m. Wednesday. As the
congregation stood, Bro. Deiter Bergstrasser led in prayer.
Wednesday Morning — April 15, 1981
Bro. Cooper led the congregation in singing “There Shall Be Showers of
Blessing,” at 9:30 a.m. Bro. Tim Sullivan led in prayer. Bro. Gerald Ibbot-
son sang “Who Am I?”
Bro. Don Hernandez brought the devotion on “Growing in Love,” using
Ephesians 3:17-19, and 4:15, as his text.
Bro. Arthur Richardson moderated the business of committee reports.
Bro. Clements read the Clerk’s report. A motion and second carried to adopt
it. The Christian Education report was given by Bro. Burel Burnes. The
report was discussed by Brethren Sullivan, Burnes, John McClung, and Art
Richrdson. The report was adopted. The Christian Literature report was
given by Bro. George Bernasconi, and it was adopted after a motion and
second.
Bro. Telly Robbins read the Memorial Report. As the congregation stood
in memory of those who had died, Bro. Lester Hamblen led in prayer. This
report was also adopted.
Bro. Bill Fritz read the resolutions that had been submitted. A resolution
from the Lomita church recommending all churches to purchase health in-
surance for their pastors, was read and adopted. (See Resolution number 7).
A resolution from the Visalia church encouraging the preparation of a histo-
ry of Missionary Baptist Churches on the West Coast was read and adopted.
(See Resolution number 8). A resolution of thanks to the Visalia church was
approved by a rising vote of the messenger body. (See resolution number 9).

Bro. Dwight Patterson moved that the resolution on special called ses-
sions (resolution number 3) be removed from the table. The motion carried.
Bro. Patterson read the resolution and moved its adoption. After a second
was heard, Bro. Jerry Waymire moved to amend the resolution by the fol-
lowing changes: To substitute the words “three cooperating churches” in the
place of “a quorum of cooperating churches. A quorum shall consist of three
cooperating churches;’ to substitute, “A called session may be convened for
the following reasons:” in the place of, “The purpose of the called session
of this association is as follows:” to change the word “endorsed’ to the word
“supported;” to substitute, “A question arises concerning the soundness of
a church endorsing a missionary supported by the churches of this associa-
tion,” in the place of, “An endorsing church of an association missionary be-
comes unscriptural in doctrine and practice;” to change the word “place’” in
point 3 to the word “recommend,’” and the word “on” to the word “for.’ To
change “A missionary or missionaries are not receiving the recommended
salary as set by this association,” to “A missionary or missionaries are not
receiving the salary recommended by the messengers of this association.”
An amendment was made to add, “The churches are to be notified thirty
days prior to the meeting.” The amendment was seconded. The vote was
taken and the resolution, as amended, carried. (This becomes Section 2 of
Article IX of the Articles of Agreement).
A motion and second was made that copies of any resolution presented
at the State Association be made available to the messengers. The motion
carried.
The order of business was the election of officers. A motion carried that
the second highest serve as the assistant.
Nominees for Moderator were brethren Arthur Richardson, L. E. Mc-
Calister, C. C. Middleton, J. C. Pack, and Lonnie Wiggins. The messengers
elected Bro. Richardson as moderator, Bro. Pack as first assistant, and Bro.
McCalister as second assistant.
A motion carried that the present clerks be retained. (Larry Clements and
J. W. Godbehere).
Nominees for Publicity Director were Brethren Bill Hoppert and Lonnie
Wiggins. The messengers chose Bro. Wiggins, with Bro. Hoppert to assist.
A motion carried to retain the present Music Directors. (David Butimore
and Bill Cooper).
Nominees for Parliamentarian were Brethren Roy M. Reed, George Wal-
ton, and C. C. Middleton. The messengers elected Bro. Reed with Bro. Mid-
dleton to assist him.
A motion carried to pay the clerk $500 for his work.

Invitations for the 1982 Messenger Meeting were extended by Bro. Bill
Hoppert (Visalia), and Bro. Lonnie Wiggins (Salinas). The messengers vot-
ed to meet in Visalia in 1982.
The order of business was the selection of speakers for the 1982 meeting.
Nominees for the Introductory Sermon were Dennis Wharton, Bill Fritz,
Travis Hubbard, Joe Steddum, and Rusty Eileen. Bro. Hubbard was chosen
to bring the message and Bro. Fritz was chosen to be alternate.
Nominees for the Missionary Sermon were Brethren Bill Hoppert, Tom
Porter, Howard Vogan, and 0. E. Hall. Bro. Porter was elected with Bro.
Vogan to be the alternate.
Nominees for the Evangelistic Sermon were Brethren Vernie Fletcher,
Richard Paslay, Tim Sullivan, Gordon Richwine, and Larry Crouch. The
messengers elected Bro. Fletcher, with Bro. Paslay to be the alternate.
Bro. McCalister made a motion that a committee of three be elected to
establish a youth meeting to be held yearly at the State Association. The mo-
tion carried after a second. Nominees for the committee were Brethren Stan
Carney, Mike Ireland, and Bill Cooper. These three were elected.
Bro. Pack recognized Bro. J. W. Godbehere to moderate at this time.
A motion was made, seconded, and carried, to remove the amendment to
Doctrinal Statement Number 7 from the table. (See Resolution number 4).
Bro. Ralph Simonton moved to amend the resolution by changing the
wording to read: “We believe that the moment a person repents of his sin,
and places his faith in Jesus Christ as Savior, he is born again of the Spirit
of God, becomes a child of God, and receives eternal life. He is also assured
that he will be in the first resurrection and that he will not suffer any punish-
ment in hell or the lake of fire. This is because he is saved and kept wholly
by God’s grace, apart from works (Ephesians 2:8-9, John 6:47).” Discussing
the amendment were Brethren James Nye, Tim Sullivan and George Ber-
nasconi. The vote was taken and the amendment lost.
Bro. John McClung moved to amend the resolution by inserting the word
“past;” making it read ...receives forgiveness of all his sins past
” The vote
was taken and this amendment lost.
Bro. Deiter Bergstrasser moved to amend the resolution by substituting
the word “because” in the place of “due to the fact that,” thereby making
the last sentence read: “This is because he is saved

Bro. Jerry Waymire moved to amend the resolution by deleting

the words, “... that from the moment of his physical death he will forever
be in the presence of Christ.” There was a second and the motion was dis-
cussed. Thevote was taken on this amendment and it lost.
The resolution, as amended was unanimously approved by the vote of the
messenger assembly.
Bro. Clements moved that the revision of Doctrinal Statement number 6
be removed from the table. (See resolution number 1). This motion carried.
Bro. Clements read the revision and moved its adoption. It was seconded
and adopted.
Bro. Pat Christian made a motion to remove the proposed change in Arti-
cle III Section 4 from the table. (See Resolution number 5). It was seconded
and carried. Bro. Christian moved to delete the words, ...and we further
recommend that any church deemed to be unscriptural in faith or practice,
be a two-thirds majority of the messengers, shall not be considered seated in
the messenger body;” and to substitute the following words in their place:
“We further recommend that if two or more churches cooperating in this as-
sociation withdraw fellowship from a sister church on the basis of doctrinal
faith or practice, the messengers from that sister church shall be refused
seats in the messenger body by two-thirds majority.” This amendment was
discussed by Brethren Christian, Butimore, and McCalister.
Bro. Lonnie Wiggins moved to amend the amendment by striking the
words “by two-thirds majority” and substituting the words “by majority vote
of the messengers present.” After a second was heard, Bro. McCalister rose
to a point of order. He said it was improper to consider three amendments,
assuming the original resolution was an amendment. The parliamentarian
was called for to give a ruling on the point of order. Bro. Reed ruled that the
motion to amend the Articles of Agreement was a main motion to introduce
business, therefore, the two amendments to it would be in order.
The order of business was the amendment to delete the two-thirds ma-
jority statement of Bro. Christian’s amendment. Brethren discussing this
amendment were I. K. Cross, Art Richardson, Monroe Patterson, and C. C.
Middleton. The vote was taken on the amendment and it lost.
Bro. Bernasconi suggested that the last sentence read, “ ... by two-thirds
majority of messengers present.” There was no opposition, so it was consid-
ered inserted.
Bro. Simonton suggested that the word “may” would be better in the last
sentence than “shall” or “will.” There was no opposition, so it was inserted
to read: “ ... the messengers from

The vote was taken on the amendment to the main motion to amend
Article III Section 4, and it carried.
The order of business was the motion to amend Article III Section 4. The
motion, as amended, carried with no opposition.
Bro. Wiggins moved that the messengers give a standing vote of thanks to
the moderator and officers. It carried unanimously after a second.
Bro. D. W. Bergstrasser observed that some of the most important mat-
ters of business came at the last of the session, when time was running out.
He suggested that the agenda be rearranged so that the important matters of
business could be handled earlier in the session. This observation was duly
recognized by Bro. Pack.
Bro. Pack turned the gavel to the incoming moderator, Arthur Richardson.
Bro. Pack expressed thanks to the messengers for their cooperation.
Bro. George Walton moved to adjourn until 1982. Aftera second and
standing vote, Bro. Stevens (Redlands), dismissed the assembly in prayer.

MISSIONARY COMMITTEE REPORT
Monday, April 13, 1981. Bro. McCalister called the meeting to order at 2:00P. M. He
readfrom Philippians 4, afterwhich Bro. Tom Counts, led in prayer.
Bro. Bynum called the roll of the standing committee. All of the members were present
with the exception of Bro. Madden.
Bro. Roger Bowline read the Treasurer’s report. It was approved as read.
Bro. O. E. Hall, endorsed by the First Missionary Baptist Church of Armona; and Bro.
Joe Hernandez, endorsed by the Jezreel Missionary Baptist Church of Bakersfield, came
recommended for salary or designated funds.
A motion was made to recommend both of these two men for designated support. Bro.
Dwight Patterson spoke concerning keeping salaried missionaries on the field. Brethren
Swofford, Fritz, Andino, and Swofford also spoke concerning this matter.
A motion was made and seconded that we recommend Bro. Hall and Bro. Hernandez
both for salary. The motion carried.
The following brethren were endorsed for designated funds: Bro. Harold Spence (Clo-
vis), Bro. Ellis Fisher (Merced), Bro. Leslie

Smith (Oakland), Bro. George Torrentes (South Gate), Bro. Tom Porter
(Gilroy), and Bro. Ken liams (Valley Springs). Each of these missionaries
gave a report of their work.
A motion and second was made to recommend all of these men to the mes-
sengers for designated support. The motion carried.
A motion was made to recommend that salaried missionaries receive the
same pay as last year. An amendment to the motion was made and seconded
to raise the percentage of Social Security to 9%. This amendment lost. The
original motion was voted on and carried.
A motion and second was made that the associational year begin the first
of the month following the meeting of the State Association, with salaried
missionaries’ payto conclude and begin accordingly. The motion carried.
A motion was made, seconded and carried to adjourn. Bro. Bill Hoppert
dismissed in prayer.
NEW STANDING MISSIONARY COMMITTEE REPORT
April 14, 1981. The standing committee met at 3:35 P. M. Roll call was
taken and all members were present.
Those elected for the coming year were: Moderator - L. E. Mc Calister;

There were no new recommendations.

CALIFORNIA MISSION DEVELOPMENT REPORT
THE MEANING OF C.M.D. — Stating it very simply it is CALIFOR-
NIA MISSION DEVELOPMENT. The monies that are collected through
C.M.D. are to be used for the specific purpose of helping Missions and Small
Churches to buy land and construct buildings for the Glory of our Lord and
Saviour, Jesus Christ.
THE PURPOSE OF C.M.D. — is to encourage cooperation through the
churches in purchasing land and erecting buildings for the Glory of the Lord
Jesus Christ. The First Missionary Baptist Church of Antioch, who controls
C.M.D. provides a means whereby churches and individuals who wish to
help in this cooperative effort may do so.
In our last Associational Year, C.M.D. has received and disperced
$17,039.61. The mission in Gilroy received the second and fourth quarters
of 1980; San Jacinto received the third quarter funds of 1980. The first quar-
ter of 1981 was received by the mission in Merced sponsored by the First
Missionary Baptist Church of Fresno.
C.M.D. has helped 29 churches and missions through the First Mission-
ary Baptist Church of Antioch, since 1967, when she became the controller
of C.M.D. funds. Most of these are now considered to be self-supporting
works.
Of the 29 churches and missions that have received C.M.D. funds, three
have disbanded, one has left the faith, five do not support C.M.D. but
TWENTY of these support C.M.D. regularly.
We have received 62 offerings from cooperating churches and missions,
23 offerings from Ladies Auxiliaries and $444.70 from individuals.
We recommend C.M.D. to the churches of the California Cooperative As-
sociation of Missionary Baptist Churches as being sound, Scriptural, and a
proven asset to the Lord’s Work in California. We further recommend to all
of the Churches and Ladies Auxiliaries of the California Cooperative Asso-
ciation of Missionary Baptist Churches that C.M.D. be supported regularly
by whatever means the churches deem proper. We more-over recommend
that each church become more involved and represent regularly by messen-
ger to the quarterly meetings of C.M.D.

HOME MISSION REPORT
We know that there is a proper way to do all things. We have many ex-
amples in the Bible of things having to be done in the proper manner. One
example would be the healing of Naaman as found in II Kings 5:1-14. In
order for Naaman to be healed he had to follow the instructions of Elisha in
the proper way. This he did and was healed of his leprosy.
In like manner, when Jesus gave the command to be witnesses for Him. In
Acts chapter 2, He also gave the proper manner in which it should be done.
He told them their witnessing should begin there in Jerusalem, or, in their
local area. And then, itwould spread from there .. .
With this as our example, “Home Missions” should be of great importance
to us. In order to witness, or do mission work in the proper way, we must
first reach out to those in our own area. As this is done, and when done in the
proper manner, the Word of God will spread throughout all nations.
We wish to encourage added support of our local missions, and missionar-
ies, so the commands of our Lord may be carried out in a proper and effec-
tive manner.

FOREIGN MISSION REPORT
In a letter from our Secretary-Treasurer in Texicana, dated March 6, 1981,
an urgent appeal was made concerning the needed support for our interstate
and foreign missionaries. We, in America have been tremendously privi-
leged to share a generous portion of the earth’s goods; therefore, to those
who have more is required of them. Let us move forward as churches of this
Cooperative Association, with a willingness to share our portion of the ex-
penses required to support our brethren on the foreign fields. Not that other
men be eased, and you burdened; but by an equality, that now at this time
your abundance may be a supplyfor their want, that their abundance also
may be a supply for your want; that there may be equality. Brethren, let us be
encouraged to trust our God in these times as never before to do His will in

CHRISTIAN EDUCATION REPORT
Christian Education is taught throughout the Scriptures. Moreover, in this
church age the Lord Jesus Christ commissioned His church to make dis-
ciples and teach them the all things that He commanded.
Once souls have been saved, scripturally baptized and become members
of the church, it is imperative that they be indoctrinated in the Word, to
know why they are Baptists and to be taught how to reach and teach others.
Religious training of our children is commanded in the Bible. We, as par-
ents, have the responsibility to train our children and “bring them up in
the nurture and admonition of the Lord.” The Scripture further instructs to
“train up a child in theway he should go.” And then we have the promise that
“when he is old, he will not depart from it.”
Therefore, it is the duty of each New Testament Church to have a teach-
ing program that is reaching, teaching and training people for service in the
Lord’s work. The church, of necessity, must have a strong Sunday School
and BTC program that will teach, indoctrinate and train her members as well
as to reach the lost, evangelizing the community in which she is located.
Each of the Lord’s churches, through her Sunday School and BTC classes,
worship services, home bible studies and personal workers, should become
known in the community as a soul winning, Bible teaching church. No part
of the Great Commission should be neglected. We must win the losttothe
Lord and then teach His Word to them. This must be done both at home and
abroad.
Church-owned institutes and seminaries such as CMBI and FMBI offer
advantages in Christian Education beyond the local church level. The work
of CMBI and FMBI is not only to teach and train men who have been called
into the ministry, but to also train teachers, youth directors, music directors,
soul-winners and personal workers for the Lord’s service. Ministers, min-

wives, teachers and personal workers are encouraged — even URGED — to
take advantage of the opportunities that these two schools provide in train-
ing men and women in Christian Education to better serve the Lord in and
through His church. Both schools are staffed with qualified instructors and
are worthy of the support of sister churches. In this manner Christian Educa-
tion can be further advanced for the honor and glory of God.
Let us, as churches of the Cooperative Association of Missionary Baptists
in California, earnestly promote Christian Education in order to train Chris-
tian workers for a more effective ministry in the service of the Lord.

CHRISTIAN LITERATURE REPORT
2 Tim. 3:14-17 teaches us that it is virtually impossible to separate Chris-
tian Education from Christian Literature. The quality of Christian Education
depends entirely on the quality of the literature used and the quality of the
men using it.
Therefore, we, the undersigned church recommend to the churches com-
posing the California Cooperative Association of Missionary Baptist
Churches the following:
That pastors, as the shepherds of the Lord’s churches continue to use the
Bible, The Word of God as their only source for preaching and teaching the
principles of God. Matt. 28:20, 2 Tim. 4:1-8.
1.
That churches together with their pastors and teachers carefully se-
lect the kind of materials that are to be used in training the members
of the Lord’s churches. We especially recommend that churches and
individual members avoid the use of literature distributed by orga-
nizations such as “The Navigators,”Campus Crusade International,”
“Success With Youth,” and all like organizations. These and others
like them tend to minimize, downgrade and tear apart the very foun-
dation and nature of the Lord’s Church. Eph. 2:19-22 & 3:21.

That members of Missionary Baptist churches be discouraged from
purchasing, distributing and reading

literature which is prepared and distributed by the various “Charismatic” groups. 2
Tim. 2:14-23.
4. That Missionary Baptist Periodicals strive to promote more fully the work being
done among Missionary Baptist churches, rather than to give time and space to the
reporting of the affairs of the rest of the religious world. Luke 9:51-56.
5. That those Missionary Baptist men and women who are selected to write and publish
materials for the Sunday School, B.T.C., and other like programs, strive to maintain
the uncompromising purity of the doctrines of the Word of God by which we are
distinguished from all other bodies. Jude 3-5.

MEMORIAL REPORT
Someone once said, “A man is not prepared to live until he is prepared to die.” Often times
people in their busy schedules and hurried pace preparing to live, neglect the one thing which is most
important of all, preparing to die.
Jesus said, “What shall it profit a man, if he shall gain the whole world, and lose his own
soul?”
Thanks be to God, through Jesus Christ our Lord, those who died this past year from
among our churches were prepared. We mourn the loss of their sweet fellowship in the flesh, but
rejoice to know they are present with the Lord in spirit.

Resolution Concerning Doctrinal Statement 6
At the 1980 California State Association a motion was made that a com-
mittee be instructed to prepare a revision of our doctrinal statement that will
express the view of the messengers regarding the doctrine of Calvinism.
The revision to Doctrinal Statement Number 6 would read: “We believe
that the suffering and death of Jesus Christ was substitutionary for all man-
kind and is efficacious only to those who believe (Isaiah 53:6; Hebrews 2:9;
I Peter 2:24; I Peter 3:18; 11 Peter 3:9; I John 2:2).”

Resolution Regarding Seating of Newbury Park Church
Believing the Scriptures teach we are to know those who labor among us,
And Believing the Scriptures teach two must agree to walk together,
And Since our pastor, L. E. McCalister talked with the pastor of the Land-
mark Missionary Baptist Church of Newbury Park, Jack Cazier, regarding
some doctrines that church is teaching, the Simi Valley Missionary Baptist
Church approved the following resolution to be read at the California Coop-
erative Association of Missionary Baptist Churches when meeting at Visalia
on April 13, 14, 15, 1981:
WHEREAS it is the accepted teaching of the Landmark Missionary Baptist
Church of Newbury Park that one is not born again at the point of believing
faith in Jesus, but must be baptized and faithfully grow into the new birth;
AND WHEREAS the Landmark Missionary Baptist Church of Newbury
Park accepts the teaching that when the one who does not continue faithful
or the one who has believed unto salvation but never receives scriptural bap-
tism dies, that person goes to the same place the rich man in Luke 16 went;
AND WHEREAS the Landmark Missionary Baptist Church of Newbury
Park accepts the teaching that the unfaithful saved will

remain with the rich man until the Great White Throne Judgment, then be
judged and given an appointed time to suffer in the lake of fire before he is
given any place in the new heaven and new earth;
THEREFORE BE IT RESOLVED that we the Simi Valley Missionary

bury Park being listed among the churches of the California Cooperative
Association of Missionary Baptist Churches, and object to their messengers
being seated at our messenger body meeting.

WHEREAS the Doctrinal Statement of the California

Cooperative Association of Missionary Baptist Churches contains no state-
ment defining salvation, how it is obtained or its duration; and
WHEREAS the doctrinal position of any church on this most important
subject is vital to her identity as a Scriptural New Testament Church; and
WHEREAS there is Biblical precedent to “set forth in order a declaration
of those things which are most surely believed among us,” Luke 1:1;
THEREFORE be it resolved that the Doctrinal Statement be amended by
adopting the following statement concerning salvation, and that it be insert-
ed and numbered as statement #7, and that the existing statements number 7
through 14 be renumbered as statements 8 through 15, accordingly.
7. We believe that the moment a person repents of his sin and places his
faith in Jesus Christ as Savior, he is born again, becomes a child of God, is
personally indwelt bythe Holy Spirit, receives forgiveness of all his sins and
receives eternal life. He is also assured that from the momentof his physical
death he will forever be in the presence of Christ, that he will be in the first
resurection and that he will not suffer any punishment in Hell or the Lake
of Fire, regardless of the degree of his faithfulness to God. This is because
he is saved and kept wholly by God’s Grace, apart from works (Ephesians
2:8-9; John 5:24).

mission work in the country of New Zealand,

AND WHEREAS the First Landmark Missionary Baptist Church of South
Gate has ordained him to the gospel ministry and endorsed him to do mis-
sion work in New Zealand,
AND WHEREAS we deem it desireable to let our sister churches in other
states know of our high regard for Brother Hurth, and our desire to see the
truth established in New Zealand,
THEREFORE BE IT RESOLVED that the messengers of the churches of

Resolution Regarding Pastor’s Medical Insurance
It is no secret that medical costs have increased greatly in the past ten to
twenty years. As a result, a hospital stay, that some years back would have
been a financial setback, is now a financial catastrophe.
In the last year, many pastors and missionaries have been stricken by
injury or illness. Ministerial families have likewise been afflicted.
And, while this is always terrible in itself, when it happens to a family
that is unprotected by basic medical coverage, it is a disaster.
Because of this, the First Missionary Baptist Church of Lomita urges her
sister churches to insure that their pastors and missionaries have adequate
medical insurance.
We also urge our sister churchesto look to the needs of men who are on
the field, from churches too small to take care of this need, and make it
their responsibility to see that this need is met.

the Cooperative Association presently has a

1. We believe in the verbal inspiration and infallibility of the whole Bible
as originally written, and that the Bible is the all sufficient rule of faith and
practice. II Timothy 3:16, 17.
2. We believe in personal, triune God, the Father, Son and Holy Spirit,
equal in Divine perfection, Matthew 28:19.
3. We believe in the Genesis account of creation. Genesis 1.
4. We believe in the virgin birth of Jesus Christ, Matthew 1:20.
5. We believe in the Deity of Jesus Christ, John 10:30.

Christ, during His ministry on earth and that it is only/always a local, visible
assembly of scriptually baptized believers in covenant relationship to carry
out the Commission of the Lord Jesus Christ, and each church is an ide-
pendent, self-governing body, and no other ecclesiastical body may exerise
authority over it. We believe that Jesus Christ gave the Great

Commission and the keeping of the integrity of the two ordinances to His
New Testament Churches only.
12. We believe that all co-operating bodies are and properly should be the
servants of the churches.
13. We believe that the Scriptures teach that there has been a succession of
true churches adhering to the doctrines and practices of the New Testament
from the time of Christ to this day, and that the churches of this Association
are so identified.
14. We believe that baptism, to be valid, must be administered by a scrip-
tual Baptist church.
15. We believe that the Lord’s Supper is to be administered within the
membership of the local New Testament Church as a memorial of the Lord’s
death, until He comes again, I Corinthians 11:26.
ARTICLES OF AGREEMENT
PREAMBLE
With faith in God, and unquestioning acceptance of the Bible as the
Word of God, and sole rule of our faith, we offer to all Missionary Baptist
Churches of Christ the following Articles of Agreement.
ARTICLE I
NAME
The Co-operative Association of Missionary Baptists Churches of Cali-
fornia.
ARTICLE II
OBJECT
The object of this Association is to encourage co-operation and Christian
activity among the churches, to promote interest in and encourage Mis-
sions on a New Testament basis among all people, to stimulate interest in
Christian literature, general benevolence, and Christian education and to
provide a medium through which the churches may co-operate in these
enterprises.
ARTICLE III
MEMBERS
Section No. 1 — This association shall be composed of Missionary
Baptist Churches as defined in Doctrinal Statement No. 10 as adopted and
recorded in the 1979 Yearbook.

Section No. 2 — The annual or called sessions of this Association shall
be held by messengers elected by the churches composing said Association.
Section No. 3 — Each church co-operating in this Association is entitled to
three messengers whose qualifications shall be determined by the church se-
lecting them. They are to bring letters showing their election by the church,
which letters should give a report of their past year.
Section No. 4—We recommend to all Scriptural NewTestament Churches,
desiring to co-operate with us for the purpose designed in Article II of these
Articles of Agreement, that they express their desire by presenting a state-
ment of their faith and practice. We further recommend that if two or more
churches cooperating in this association withdraw fellowship from a sister
church on the basis of doctrinal faith or practice, the messengers from that
sister church may be refused seats in the messenger body by two-thirds ma-
jority of messengers present.
ARTICLE IV
DOCTRINAL STATUTE
This Association shall recognize the freedom of speech as essential to the
highest achievements in its work. It shall stand or fall on its own conformi-
tyto truth. It shall exercise no ecclesiastical authority but it shall by every
precaution recognize the sovereignty of every individual church. It shall
also encourage on the part of churches and messengers the greatest possible
freedom of expression in discussing matters pertaining to its work, and in
the preeminence of missions and evangelism in the work of the churches.
ARTICLE V
POWERS
The powers of the Association shall be limited to the execution according
to the teachings of the New Testament of the will of the churches compos-
ing it: and the Association, in annual sessions, shall elect such officers as
are necessary for its deliberation and work, and appoint such committees as
are needed, and transact other business as may be directed by the churches.
ARTICLE VI
OFFICERS
Section No. 1 — It will be the duty of the messengers annually to

elect from among their members a Moderator, two Assistant Moderators,
and such Clerks and other officers as may be needed or directed by the
churches composing this association.
Section No. 2—In all votes of this Association a majority of votes cast
shall decide questions: except in cases of change or amendment in the Ar-
ticles of Agreement. In such cases a two-thirds majority will be required.
Such changes must be presented on the first day of the Association and voted
on during any subsequent day.
ARTICLE VII
MISSIONARY COMMITTEE
Section No. 1 —The missionary committee shall be composed of one
member from each co-operating church, when so elected by the church.
Eleven of these shall be elected by the messenger body as a standing com-
mittee.
The duty of this committee will be to carry out the expressed wishes of
the co-operating churches through their messengers to this association, and
the distribution of information concerning the needy fields of labor and the
needs of the missionaries. As a need arises, or a request in writing is present-
ed by a co-operating church to the chairman of the missionary committee, he
may call special meetings of the committee between messenger meetings.
Notification of such meeting will be mailed to each church by the secretary
of the Missionary Committee. Five members of this Standing Committee
will constitute a quorum.
Section No. 2— The Missionary Committee shall meet annually and rec-
ommend to the messengers from among the church endorse missionaries
such number as they deem wise for cooperative support, and such salaries
as are compatible with the strength of the churches.
Section No. 3 — The treasurer of this committee shall hold all funds re-
ceived between sessions of this messenger body subject to the will of the
sending church or churches; and in the event of an emergency he shall sub-
scribe to the recommendations of the Missionary Committee as specified in
the amended Article VII, Section 1, and keep a file of reports of missionar-
ies, audit their reports, and publish reports of the work at least quarterly
(monthly if possible) in the state paper.
Section No. 4 — The messengers will elect from among the eleven elected
missionary committee men, the secretary treasurer of missions.

Section No. 5—The membership of the Missionary Committee shall be
fairly distributed among the various sections of the churches which co-op-
erate with this association.
ARTICLE VIII
FUNDS
Section No. 1 — All funds of this Association shall be raised by voluntary
donations secured purely upon the merits andthe cause, in the interest of
which appeals are made for gifts, provided this is not to prevent the use of
any income or any property that may be acquired by donation or purchase.
Section No. 2 — The Treasurer of this Association shall hold all funds re-
ceived between sessions of this association subject to the designation of the
sending church or churches.
ARTICLE IX
MEETINGS
Section No. 1 — The annual Meeting Place of the church messengers shall
be at such time and place as the assembled messengers may appoint.
Section No. 2 — A called session of this association may be called by three
cooperating churches. A called session may be convened for the following
reasons:
A missionary supported by this association becomes unscriptural in doc-
trine or practice.
A question arises concerning the soundness of a church endorsing a mis-
sionary supported by the churches of this association.
There is a need to recommend a missionary or missionaries for salary or
designated funds between sessions.
A missionary or missionaries are not receiving the salary recommended by
the messengers of this association.
The churches are to be notified 30 days prior to the meeting.

BUSINESS MEETING
OF THE
STATE LADIES’ AUXILIARY

April 13, 1981
The 1981 session of the Twenty Fourth State Ladies Auxiliary Meet-
ing was opened with congregational singing lead by Dorothy Zgraggen, Cy-
press, Sacramento. Our pianist was Nadine Ridings, New Bethel, Bakers-
field. After two songs “Jesus, Jesus, Jesus,” and “Somebody Loves Me,”
Sis. Johnny Nye lead the ladies in prayer. A welcome was given by Sister
Maxine Russell of Visalia. Response was given by Debbie Patterson, Mt.
Olive, Stockton.
Our President, Sis. Rita Christian, gave a devotional from
Thess. 5:1-18, exhorting each lady to remain steadfast in the faith.
The president then declared the meeting of 1981 to be in session. Sis.
Christian asked each Missionary wife present to speak on the work in which
their husbands labored. The ladies who spoke were:

Sister Doug Rogers was a blessing to all as she thanked each lady
for their cards, financial support and prayers on behalf of herself and her
daughter.
Old business was called for. There was no old business.
The Secretary/Treasurers report was read. Motion, second and car-
ried to adopt the report as read.

Our 1st Vice President, Sister Sandi Roberson of McFarland, gave
a report on “California Mission Development” which was our 1980 goal. A
motion was made to retain CMD as the 1981 goal. Motion carried.
The budget for 1981 was then read by the secretary/treasurer. Mo-
tion was then made to accept the report as read. Motion carried. The budget
was as follows:

Statistics for 1980 were as follows:
There were 80 Ladies Auxiliaries represented by letter and a total of
$921.73 was sent to the meeting of which $224.00 was designated to CMD.
There were 61 Yes votes and 4 no votes as to any excess funds to be
given to our state goal C.M.D. An additional $50.00 was sent designated for
flowers. By vote of the letters, California Mission Development received a
total of $753.73.
There was a motion made for all money designated for flowers be
given to the hosting ladies. Any difference to be made up from the general
fund. Motion carried.
The next order of business was the election of officers. A motion was
made that the second highest should serve as the assistant. Motion carried.

STATEMENT OF PRINCIPLES
STATE AUXILIARY
ARTICLE I - Name
The name of this organization shall be „Women’s Auxiliary of the
Cooperative Association of Missionary Baptist Churches of California.”
ARTICLE II - Purpose
The purpose of this State Auxiliary shall be to encourage the women
of the local churches to be active in all phases of the work in church they
have the spiritual right to participate, and to encourage the establishment of
Auxiliaries in all Missionary Baptist Churches where none exist.
ARTICLE III - Definition
This Auxiliary shall be composed of messengers of the local Auxi-
liaries of the Co-operative Association of Missionary Baptist Churches of
California.
ARTICLE IV - Membership
Each church shall be entitled to three messengers who have been
chosen by her Auxiliary and approved by the Church.
ARTICLE V - Time and Place
The State Auxiliary will meet annually at the same time that the Mis-
sionary Committee meets.
ARTICLE VI - Officers and Duties of Officers
The officers of the State Auxiliary shall be: (1) President, (2) First
Vice-President, (3) Second Vice-President, (4) Secretary-Treasurer, (5) As-
sistant Secretary-Treasurer, (6) Parliamentarian, (7) Assistant Parliamenta-
rian.
The duties of the officers of the State Auxiliary shall be: Section I.
President: The duties of the President shall be, (1) To preside over all State
Meetings, (2)To call special meetings when necessary, (3) To appoint com-
mittees as directed by the Messenger Body, (4) To be active in looking after
the welfare of the work.

Section II. Vice President: (1) The duty of the First Vice-President shall be
to preside over the meetings in the absence of the President or when called
upon by the President, (2) The First Vice-President shall prepare the pro-
gram for the State Meeting for the following year and to notify each Auxili-
ary in the absence of the Second Vice-President, (3) The First Vice-President
shall help publicize our elected goal and any other business necessary to the
district auxiliaries, papers, etc.
The duties of the Second Vice-President shall be: (1) To preside over
the meetings in the absence of the President and First Vice-President or
when called upon by either of them to do so, (2) To prepare the program for
the State Meeting for the following year and to notify each auxiliary.
Section III: Secretary-Treasurer: The duties of the Secretary-Trea-
surer shall be: (1) To keep an accurate record of the proceedings of all mee-
tings, (2) To announce special meetings, (3) To prepare and read reports as
instructed by the Messenger Body, (4) To prepare and submit to the clerks of
the California Cooperative Association the minutes of each annual meeting,
(5)To receive and disburse funds as designated by the donors, (6)To keep an
acurate record of all funds received and disbursed by the auxiliary, (7) To
present a budget at each annual meeting.
Section IV: Assistant Secretary-Treasurer: The duty of the Assistant
Secretary-Treasurer shall be to assist the Secretary-Treasurer in whatever
manner needed in performing the duties of that office.
Section V: Parliamentarian: The duty of the Parliamentarian shall be
to offer advice on parliamentary procedure when called upon or when the
need arises.
Section VI. Assistant Parliamentarian: The duty of the Assistant Par-
liamentarian shall be to assist the Parliamentarian in whatever manner nee-
ded in performing the duties of that office.
ARTICLE VII - Election and Term of Office
All officers shall be elected by nomination and majority vote of the
Messenger Body. No officer shall succeed herself more than once consecu-
tively in any office. The newly elected officers shall assume their duties at
the end of the session in which they are elected.
ARTICLE VII - Contributions
All contributions shall be raised by voluntary offerings and shall be
given to the Secretary-Treasurer for proper Disbursement.

ARTICLE IX - Committees
Committees shall be appointed by the President except when the President
requests that they be elected.
ARTICLE X - Ammendments
These articles may be changed by vote of two-thirds majority of the messen-
gers.
