DEDICATION
In Memory Of
Elder Clarence Denney
July 16, 1920 - September 21, 1982
Brother Clarence Denney pastored churches in three states, Arkan-
sas, Oregon, and Cali¬fornia. In Arkansas he pastored at Bradford and Au-
gusta. In Oregon he pastored at Union Gap, Oregon City, Roseburg, and
Myrtle Creek. In California he pastored at Napa, Stockton (Eastside), Eu-
reka, Downey, and Blythe.
He and his wife, Cassie, were members of the Tully Road Mission-
ary Baptist Church in Modesto, when he passed from this life. She is still a
member there.
Brother Denney touched the lives of many people as he gave himself
to serve the Lord and deal with people from all walks of life in a personal
way. His main interest was in seeing people come to Christ as Savior, then
helping them grow in Grace and Knowledge until they became profitable in
Serving Jesus Christ.
“Precious in the sight of the Lord
is the death of His saints.” -Psalm 116:15

MODERATOR’S ADDRESS
by Arthur E. Richardson
BIBLICAL SEGREGATION
Dearly Beloved in the Lord, Messengers of the Churches of the California Co-
operative Association, visitors and guests. Once again you have chosen me to serve as
your moderator. I thank you for this expression of confidence and for the honor which is
atten¬dant to it. Pray with me that I may fill this office in a manner pleasing to our Lord
Jesus Christ.
The subject of this address is “Biblical Segregation.” Please do not draw any con-
clusions until you have listened to the address in its entirety, having given it your full atten-
tion.
In the area of spiritual matters, God’s Word is clear in its instruction on segrega-
tion or separation from that which is unholy or profane. “Come out from among them and
be ye separate...” is the divine command of God to His covenant people!
In the area of physical matters, there are certain differences and distinctions in the
human family which are the handiwork of God. The One Who created the human race also
made the different races and He made the different sexes, male and female. These are physi-
cal distinctions and should be left in the physical realm and not brought into the spiritual
realm. These differences are not removed or changed in salvation or in church membership.
When Paul stated in Galatians 3:28 that “there is neither Jew nor Greek, neither bond nor
free, neither male nor female,” he did not mean that the distinctions between the races and
the distinctions between the sexes had been literally removed and were no longer existent.
He meant rather that they had no place in one’s relationship to Jesus or to His church. Even
Israel was instructed to disregard racial differences in spiritual matters. She was told to
receive strangers into covenant relationship who came by way of circumcision and confor-
mity to the Mosaic Law.
Even as Israel was custodian of the Truth in the past, so is the Lord’s New Testa-
ment Church the custodian of the Truth today.
Our commission is to make disciples of all nations. The word “nations” is “ethna”,
from which we get our word “ethnic.” No one can be a true disciple and qualify themselves
for brideship, apart from the truth and apart from covenant relationship in a New Testament
Church. We cannot deny this opportunity to anyone. It was not withheld from the Ethiopian
Eunuch, the Samaritan Woman, or from Cornelius. We will do well to leave the physical
distinctions in the physical realm.Where then, is the emphasis of segregation as far as the
Bible is concerned? It is in the segregation of truth from error.
7
Those who know the truth, have the truth, and practice the truth are to segregate themselves
from those who hold to and practice error. The purity of the doctrines in God’s Word are not
to be polluted with the traditions of men, even if those traditions are labeled as “Baptist.”
New Testament churches must maintain a segregated position from all others under the
general heading of “Christian Churches!’ There is a desperate need for the mem¬bers of
our churches to segregate their lives from the ungodly influences and practices of today’s
society! Too many of our people act like the world, look like the world, and talk like the
world. There is no difference, no segregation! Too few of our churches demand separated
lives of their members!
Another need for segregation is in the area of the doctrines and practices of church-
es. That which we hold to be authorized, scriptural baptism must not be diluted with a mix-
ture of Protestant immersion. We must be segregated from those who would prostitute the
authority of the Lord’s church to administer baptism! In order to maintain this segregated
position on baptism, we must also be segregationists in the matter of closed communion.
Open communion and closed communion cannot co-exist within the Lord’s church.
Finally, Missionary Baptists need to segregate themselves from all the “isms”
which purport to be Missionary Baptista but are not. Let us be segregated from those who
teach that salvation of the soul is by unconditional election, or is in the church, or is in a
simple statement that Jesus was the Son of God. Salvation of the soul must involve repen-
tance of sin and a genuine faith in the death, burial and resurrection of Jesus Christ as suf-
ficient payment for that sin.
May we always be found practicing this Biblical Segregation, a separation from
error. God bless you.

MISSION TREASURER’S REPORT
For the year ended March 20, 1983
Another associational year has passed and we have many things for which to thank the
Lord. Both of our salaried missionaries have been paid in full and their monthly reports indicate the
salvation of souls and increases in the future prospect of each location.
During this past year several churches have decreased or stopped contributing to the needs
of our missionaries recommended on salary and I can fully understand such action. The Lord would
have us to use our mission funds wisely. A word of caution is necessary to prevent the depleting of
our mission funds. During the past six months our expenditures were $3,000 more than our receipts.
Thank you for your cooperation and concern about mission endeavors. May the Lord
bless the efforts of ALL of His churches during the coming year.

HOME MISSION REPORT
The Cooperative Association of Missionary Baptist Churches of California was
organized February 12, 1952. There were 17 churches represented with a total membership
of 1,498. Those churches re¬ported offerings of $5,430.83 given to state and interstate mis-
sions.
1982 saw the 30th anniversary of this association with 87 churches representing
with a total membership of 8,100; over $510,000 was given to missions. This figure does
not include the nearly $23,000 given to missions through California Mission Development
in 1982.
We are truly thankful for the mission spirit of the churches of California. However,
we need to take care that we not become complacent, or think we have done all we can do
in the area of mission support.
Each day we are one day closer to the coming of the Lord Jesus Christ. The fields
on the local, state, and interstate levels are whiter than ever before. If we have done all we
can do in mission support, we have only done our duty. If we have done less than all we can
do, we shall be ashamed at His appearing.
God grant us the wisdom to lay aside petty differences and prayerfully and finan-
cially support the Scriptural mission endeavors of the churches.

FOREIGN MISSION REPORT
As the Second Coming of Christ draws nearer, we see the need each day for each
New Testament Church, to whom the authority was given, to carry out the Great Commis-
sion; “Go ye therefore and teach all nations, baptizing them.., teaching them to observe all
things
” (Matthew 28:19-20).
This is indeed a great responsibility, privilege and challenge for each church. Let
the Lord find each of His churches faithfully and zealously helping our God-called and
church-sent missionaries with our prayers and financial support (Acts 13:1-4). May the
Churches of the State Cooperative Association continue evermore in support of Missions
and Missionaries in foreign fields.

CHRISTIAN EDUCATION REPORT
Christian education is an integral part of the Great Commission that the Lord gave
to His Church, Matthew 28:18-20.
After a person is saved and scripturally baptized, then the life-long process of
learning and teaching begins. We are a blessed people in that the Lord not only gave us a
church to wor¬ship in, but He commissioned her to teach the “ALL THINGS” what¬soever
He has commanded. This is where the churches need, yes, must teach her members.
The church has a momentous task of teaching the Babes in Christ to become adult Chris-
tians in the doctrines of Christ.
Two of the churches in California have gone above and beyond the norm. That is
C.M.B.I. in Bellflower, and F.M.B.I. in Fresno. These two institutions are teaching workers
for the Lord above and beyond the regular teaching program of the local church. Along with
these churches there are others that are bearing the burden of having a Christian day school.
22
Society today accepts the teachings of evolution. One of the most damnable things
taught today is secular HUMANISM.
May we, the Lord’s Churches, use every opportunity presented to continue teach-
ing the ALL THINGS” of Christ.

HISTORY AND ARCHIVES REPORT
During the past year we have seen the completion of two major projects; the in-
clusion of the Historical information of our churches in the 1982 Minutes, and the Book
of State Minutes from 1952 through 1981. we whisk to express our thanks for your help in
these projects.
Our recommendations are as follows:
1)
That a Historical sketch of churches not included in the 1982 Minutes be
printed in the 1983 Minutes.
2)
That each year, all new churches coming into our fellowship give a brief
historical sketch of their organization, spon¬soring church, missionary and pastors; and that
the infor¬mation be printed in the Minutes.
3)
That the Goal of the Committee for the 1983-84 year be cen¬tered on the
collection of all local association minutes and printed into one book.

CHRISTIAN LITERATURE REPORT
II Timothy 3:16 and 17 states: “All Scripture is given by inspiration of God, and
is profitable for doctrine, reproof, correction, instruction in righteousness, that the man of
God may be perfect, throughly furnished unto all good works.”
The Word of God is God’s standard for His Churches. Least we think the Word to
be secondary to the writings of men, a close look at Romans 10:17 reveals, “Faith cometh
by hearing, hearing by the Word of God.”
We, the Church at Ord Bend, recommend the study of the Word of God, and Chris-
tian writings only as study helps and guides.
To recommend that only Baptist writings be used would be foo¬lish, hence such
study helps as concordances, Bible dictionaries, and many Greek and Hebrew helps would
have to be thrown out.
But we do recommend discretion in what we read, and especially what we reom-
mend to others.
Within our ranks there are many capable writers who have wri¬ten outstanding
helps to aid in the study of the Word. These many books are recommended to our churches.
Paul exhorted Timothy to study. To study Sunday School liter¬ature is not the study of the
Word. To read Baptist writings is not the study of the Word. To study, is to study the Word,
and only use other writings as study helps and guides.
Christian literature also embraces the many papers that are published. These pa-
pers not only offer help in study of the Word but also share the many blessings of what is
taking place apross the world, allowing us, His churches to rejoice as they rejoice, and to
share the many burdens, they are burdened with. With in
this state there are two such papers, the Missionary Baptist Herald, and the Baptist Sentinel.
We recommend these fine papers to our brothers and sisters within this state.
23
To conclude, STUDY, study the Word, using other writings only as helps and
guides.

CAI.I FORNTA MISSION DEVELOPMENT REPORT
California Mission Development had the best year in 1982 than any previous year
in its history. $29021.67 was received.
In spite of the recession, and high unemployment, there was an increase each quar-
ter in the funds received. We thank the Lord, and praise His name for the spirit of coopera-
tion that is prevailing among the Lord’s Churches in California and in C.M.D.
We received in 1982 offerings from 59 churches, 21 Ladies Auxiliaries, 3 Youth
Rallies, and 5 missions. ‘A total of 88 different groups gave offerings in 1982.
There were some churches that chose not to send money through C.M.D., but to
send directly to the churches or missions that were in a building program. We have no ob-
jection to this at all. We thank the Lord, that help was given no matter how it came. But we
are confident that because of C.M.D., and the needs that are pre¬sented through the C.M.D.
program, those churches were made aware of the needs of missions and small churches.
The First Missionary Baptist Church of Antioch is happy to serve as treasurer to those
churches, Ladies Auxiliaries, youth rallies, and missions that choose to send money through
C.M.D., and we are equally happy to serve as an advertising agent for those that choose to
send directly to the churches and missions that are in need. You see, we only want to be your
servant, for the Glory of the Lord.
The first quarter funds of $6215.38 went to the Missionary Baptist Church of Val-
ley Springs. They used the funds to make a down payment on a mobile home to be used for
a parsonage. This has enabled them to have their pastor, Ken Iiams, on the field, which has
resulted in several souls being saved and uniting with the Lord’s Church in Valley Springs.
The second quarter funds of $6861.85 went to the Missionary Baptist Church of Clovis.
Thee funds were used in their building program. They have worked hard and made many
sacrifices and the Lord has blessed their efforts and sacrifices. They hope to occupy their
new building very soon. They presently are having over one hundred in Sunday School and
worship hour.
The third quarter funds of $7825.53 went to the Grace Missionary Baptist Church
of Madera. They have used the funds to help pay off the indebtedness on their property of
$80,000. They now have the property free and clear of all debt. what a great group of dedi-
cated people they have in Madera, that have made great sacrifices to meet their goal. We
thank the Lord that C.M.D. was privileged to have a part in the work.
The fourth quarter funds of $8118.91 went to the Landmark. Missionary Baptist
Mission of Madera, sponsored by the Missionary Baptist Church of Armona. They are pres-
ently in a building program. They are working very hard to complete their building so that
they can occupy it before they must give up meeting in the mobile chapel. They were able to
get an extension of 60 days from the city of Madera, to use the mobile chapel as a meeting
place, only because of the raid. So thank the Lord for rain!
The first quarter funds of 1983 are going to the Landmark Missionary Baptist Mis-
sion of Madera. Brother Ed Hall is the missionary-pastor. They estimate that it will take
about $10,000 to complete the building enough so that they can begin to meet in
24
it. There is no doubt about it, the Churches of the Cooperative Association of California can
raise that amount. We call upon the churches that are NOT supporting C.M.D. to prayerful-
ly consider joining your Sister Churches in this great cause. We also call upon the churches
that support C.M.D. to prayerfully consider raising your offerings to C.M.D.

The Victorville Backyard Bible Club sent $39.95 to Gene Gabrielson, and the
Downey Backyard Bible Club sent offerings to a mission in Mexico. The number of re-
porting clubs are down, but the blessings received are up. We feel that this is a field white
already unto harvest, and it is right in our own neighborhoods. We are reaching boys and
girls with the Gospel that would other¬wise not be allowed to hear, or to go to church.
One such case was Vicki Brown. She was the little girl that was kidnapped earlier this year
in East LOS Angeles. She was later found dead in the trunk of a car. It was not long before
this that she had made a profession of faith in the Backyard Bible Club of Aurora Barris
of Downey. Aurora is a paraplegic, confined to a wheelchair. God uses all who are willing.
We ate told in Mark to “Preach the Gospel to all creatures.” Let us look at the boys and
girls in our own neighborhood, and try to win them. We can’t win them all, but we can win
some, like Vicki.
If more information is needed, we will be glad to help. in any way we can. Please

MEMORIAL REPORT
With thanks unto God, this is a memorial to those, our brothers and sisters which are alive
in Christ Jesus. Psalm 116:15 “Precious in the sight of the Lord is the death of His saints.”
Ours is not to question the judgements of our Lord, yet without hesitation comes the lam-
entation, Why Lord?
In Luke 19:29-31 Jesus was preparing to enter Jerusalem. He sent two of his disciples into
the village and said, “Ye shall find a colt tied, whereon ye never a man set; loose him and bring him
hither. And if any man ask you, why do ye loose him? Thus shall ye say unto him, Because the Lord
hath need of him.”
If we must as “Why?” The answer is, “Because the Lord hath need of them somewhere
else.” They were strangers and pilgrims on earth, but at last they are at home with the Lord.

DOCTRINAL STATEMENT
1. We believe in the verbal inspiration and infallibility of the whole Bible as origi-
nally written, and that the Bible is the all sufficient rule of faith and practice. II Timothy
3:16, 17.
2. We believe in personal, triune God, the Father, Son and Holy Spirit, equal in Di-
vine perfection, Matthew 28:19.
3. We believe in the Genesis account of creation. Genesis 1.
4. We believe in the virgin birth of Jesus Christ, Matthew 1:20.
5. We believe in the Deity of Jesus Christ, John 10:30.
6. We believe that the suffering and death of Jesus Christ was substitutionary for all
mankind and is efficacious only to those who believe (Isaiah 53:6; Hebrews 2:9; I Peter
2:24; 1 Peter 3:18; II Peter 3:9; I John 2:2).
7. We believe that the moment a person repents of his sin and places his faith in Jesus
Christ as Savior, he is born again, becomes a child of God, is personally indwelt by the Holy
Spirit, receives forgiveness of all his sins and receives eternal life. He is also assured that
from the moment of his physical death he will forever be in the presence of Christ, that he
will be in the first resurrection and that he will not suffer any punishment in Hell or the Lake
of Fire, regardless of the degree of his faithfulness to God. This is because he is saved and
kept wholly by God’s Grace, apart from works (Ephesians 2:8-9; John 5:24).
8. We believe in the bodily resurrection and ascension of Christ and the bodily resur-
rection of His Saints, 1 Corinthians. 15.
9. We believe in the premillennial second coming of Christ, personal and bodily, as
the crowning event of the Gentile age, Acts 1:11.
10. We believe the Bible doctrine of eternal punishment of the finally impenitent,
Matthew 25:46.
11. We believe that Jesus Christ established His Church, The Body of Christ, during
His ministry on earth and that it is only/always a local, visible assembly of scripturally
baptized believers in covenant relationship to carry out the Commission of the Lord Jesus
Christ, and each church is an independent, self-governing body, and no other ecclesiastical
body may exercise authority over it. We believe that Jesus Christ gave the Great
30
Commission and the keeping of the integrity of the two ordinances to His New Testament
Churches only.
12. We believe that all co-operating bodies are and properly should be the servants
of the churches.
13. We believe that the Scriptures teach that there has been a succession of true
churches adhering to the doctrines and practices of the New Testament from the time of
Christ to this day, and that the churches of this Association are so identified.
14. We believe that baptism, to be valid, must be administered by a scriptural Baptist
church.
15. We believe that the Lord’s Supper is to be administered within the membership of
the local New Testament Church as a memorial of the Lord’s death, until He comes again,
I Corinthians 11:26.
ARTICLES OF AGREEMENT
PREAMBLE

and sole rule of our faith, we offer to all Missionary Baptist Churches of Christ the follow-
ing Articles of Agreement.
ARTICLE
NAME
The Co-operative Association of Missionary Baptists Churches of California.
ARTICLE 1I
OBJECT
The object of this Association is to encourage co-operation and Christian activity
among the churches, to promote interest in and encourage Missions on a New Testament
basis among all people, to stimulate interest in Christian literature, general benevolence,
and Christian education and to provide a medium through which the churches may co-
operate in these enterprises.
ARTICLE III
MEMBERS
Section No. 1 — This association shall be composed of Missionary Baptist
Churches as defined in Doctrinal Statement No. 11
31
Section No. 2 — The annual or called sessions of this Association shall

lecting them. They are to bring letters showing their election by the church,
which letters should give a report of their past year.
Section No. 4—We recommend to all Scriptural NewTestament Churches,
desiring to co-operate with us for the purpose designed in Article II of these
Articles of Agreement, that they express their desire by presenting a state-
ment of their faith and practice. We further recommend that if two or more
churches cooperating in this association withdraw fellowship from a sister
church on the basis of doctrinal faith or practice, the messengers from that
sister church may be refused seats in the messenger body by two-thirds ma-
jority of messengers present.
ARTICLE IV

highest achievements in its work. It shall stand or fall on its own conformi-
tyto truth. It shall exercise no ecclesiastical authority but it shall by every
precaution recognize the sovereignty of every individual church. It shall
also encourage on the part of churches and messengers the greatest possible
freedom of expression in discussing matters pertaining to its work, and in
the preeminence of missions and evangelism in the work of the churches.
ARTICLE V
POWERS
The powers of the Association shall be limited to the execution according
to the teachings of the New Testament of the will of the churches compos-
ing it: and the Association, in annual sessions, shall elect such officers as

32
elect from among their members a Moderator, two Assistant Moderators,
and such Clerks and other officers as may be needed or directed by the
churches composing this association.
Section No. 2—In all votes of this Association a majority of votes cast
shall decide questions: except in cases of change or amendment in the Ar-
ticles of Agreement. In such cases a two-thirds majority will be required.
Such changes must be presented on the first day of the Association and voted
on during any subsequent day.

Section No. 1 —The missionary committee shall be composed of one
member from each co-operating church, when so elected by the church.

the co-operating churches through their messengers to this association, and

needs of the missionaries. As a need arises, or a request in writing is present-
ed by a co-operating church to the chairman of the missionary committee, he
may call special meetings of the committee between messenger meetings.
Notification of such meeting will be mailed to each church by the secretary
of the Missionary Committee. Five members of this Standing Committee
